Environmental Review
Anticipated environmental impacts are considered during the development of the scoping document. Environmental and Right of Way certification should be completed during the preliminary engineering design phase. Section 130 projects typically do not involve significant environmental impacts and qualify as Categorical Exclusions (CE’s).
Local Agencies are responsible for CEQA compliance. Local agencies should work with the Caltrans DLA Office of Environmental Compliance and Outreach (OECO) to complete necessary Federal NEPA environmental reviews to determine if there are any adverse environmental impacts from the project. The OECO website has addition information. Local Agencies must typically fill out the PES form located on the LAPM Forms website All NEPA documents must be approved prior to R/W activities.
