Ineligible Costs
Work performed prior to Federal project authorization, without an E-76 and executed contracts (see Chapter 3, “Project Authorization” in the Local Assistance Procedures Manual) is not eligible for Federal reimbursement under Section 130 Program.
Section 130 funding is not available for:
- Removal of abandoned railroad tracks on previously abandoned railroads
- To cover costs incurred solely for the benefit of the railroad.
- Significant geometric changes such as relocation or roads or railroad tracks
- Grade separation structures
- Station Crossings
- Widening of Roadway for capacity improvements to accommodate both existing and future commuter and intercity passenger trains
- Environmental Documentation since most projects are categorically exempt
- Pilot projects
