Project Eligibility

Each year, the CPUC evaluates railway-highway crossings on public roads that could benefit from improvements funded by the Section 130 Program and creates a Section 130 Priority List based on, but not limited to:
  • Accident history
  • Vehicle and train volumes
  • Pedestrian issues
  • Geometry.
  • Diagnostic site visits
The CPUC typically finalizes their Section 130 Priority List in August of each year and sends the list to the Caltrans RHCP. Improvements for at-grade crossings not included in the CPUC Section 130 Priority List will not be funded by the Section 130 Program.
