Intersection Safety and Operational Assessment Process
On September 10, 2024, Caltrans adopted the Intersection Safety and Operational Assessment Process (ISOAP) to replace the Intersection Control Evaluation for the purpose of evaluating proposed traffic control and design geometrics for intersections and other access improvements proposed on the State Highway System (SHS). While this is not a requirement for our local public agencies and Tribes implementing projects off the SHS, the ISOAP methodology is strongly encouraged to be used as a performance-based analysis conforming to the Safe System Approach, which will reduce potential crash conflicts through comparative alternatives.
