IIJA Reauthorization
Please note: California's Federal Surface Transportation Reauthorization Principles document is available for public comment through February 27, 2026. Requests from organizations that would like to become signatories to this document will be accepted until July 31, 2026
The Infrastructure Investment and Jobs Act (IIJA) (Public Law 117-58, also known as the "Bipartisan Infrastructure Law") will expire in September 2026. IIJA currently provides $550 billion over fiscal years 2022 through 2026 in new Federal investment in infrastructure, including in roads, bridges, and mass transit, water infrastructure, resilience, and broadband.
California Federal Affairs Working Group
In January 2025, the California Department of Transportation (Caltrans) and the California State Transportation Agency (CalSTA) convened the California Federal Affairs Working Group (Working Group) and, over the course of the year, held more than ten sub-working group meetings with over 1,000 participants, ensuring broad and diverse representation from state and local stakeholders. These meetings concluded in December 2025 with the development of a consensus principles document for federal advocacy.

California Federal Surface Transporation Reauthorization Principles
Caltrans and CalSTA developed consensus principles, entitled the "California Federal Surface Transportation Reauthorization Principles," based on ongoing federal advocacy, feedback from the Department's surveys, discussions held in the Working Group, and the results of numerous Congressional and stakeholder meetings held throughout 2024 and 2025.
The document below is available for public comment until February 27, 2026, and will serve as a foundation for a coordinated federal advocacy strategy in collaboration with our transportation partners across the state.
