About the Caltrans District 4 Office of Transit and Active Transportation

Our Office oversees the implementation of Complete Streets within Caltrans District 4. This includes walking, biking, transit, and park and ride facilities. We provide support for transportation planning, State and Federal transit grants, public engagement, and project delivery of streets serving people of all ages and abilities – particularly those walking, biking, using assistive mobility devices, and riding transit.

The District 4 Pedestrian Plan, completed in 2021, studied existing conditions for walking along and across Caltrans facilities in the nine-county Bay Area, and developed a list of location-based needs and prioritized needs. Below are links to the report, and map showing the resulting data.

The District 4 Bike Plan, completed in 2018, evaluated bicycling needs along and across Caltrans facilities in the nine-county Bay Area, and developed a list of priority improvements to address these needs, taking into account safety, equity, existing and future bicycle demand.

This study, completed in 2022, examines the feasibility of a bike highway network in the nine-county Bay Area upon Caltrans rights-of-way. Bike highways are high-quality, uninterrupted, long-distance bikeways that provide full separation from motor vehicles as people travel along it.

The Transit Grants & Planning Branch administers transit operating and capital grant funds from various sources in conjunction with the Headquarters’ Division of Rail & Mass Transportation. The Branch ensures that grant funds are expended in compliance with applicable State and Federal laws. The Branch develops and administers agreements with local agencies that have funding under an allocation by the California Transportation Commission.

The Transit Coordination Branch manages transit planning efforts involving Caltrans facilities. The Branch leverages existing infrastructure to promote faster transit service, partners with local agencies for transit/rail improvements, and enhances the existing District 4Park & Ride Program.
