Caltrans District 4 Pedestrian Plan

The District 4 Pedestrian Plan was released in 2021. The links to the plan and map below outline pedestrian needs on and across Caltrans facilities in the nine-county Bay Area, and serve as a reference for planners and project designers who aspire to make road projects more pedestrian-friendly. This complements the Caltrans District 4 Bike Plan released in 2018. Both documents promote alternatives to driving as a means of reducing congestion, combating greenhouse gases, and encouraging a healthier lifestyle. This plan was developed in collaboration with partner agencies, advocates, and members of the public.

Modeled after the framework of a 2017 State plan called Toward an Active California, this Caltrans District 4 Pedestrian Plan contains the vision, goals, objectives, and strategies to improve pedestrian safety and mobility throughout the State. The Pedestrian Plan helps our District and its partners identify infrastructure improvements that enhance pedestrian safety and mobility and remove some of the barriers to walking in the region.

Many of the improvements identified in the Plan are conceptual and will require further study and coordination with local jurisdictions and stakeholders. The Plan will be updated periodically as future needs and opportunities are identified and evaluated.
