State & Federal Transit Grants

The Transit Grants & Planning Branch provides assistance to local and regional agencies in securing federal and state financing for transit, ferry and rail projects within the District in conjunction with the Headquarters’ Division of Rail & Mass Transportation. The Branch develops and administers agreements with local agencies that have funding under an allocation by the California Transportation Commission.

All allocation and de-allocation requests submitted to the Branch should include:

  • Letter of Request
  • A completed and signed Allocation Request Form or De-Allocation Request Form
  • All information required in the “Allocation Checklist” section of the Allocation Request Form
  • Most recent electronic Project Programming Request (ePPR)
  • Applicable environmental clearance documentation

Please note that providing a separate Project Schedule, Project Financial Plan, and an Overall Funding Plan is no longer required.

A Master Agreement for State Funded Transit Projects between a recipient agency and the California Department of Transportation (Caltrans) must be executed prior to the generation and execution of a Program Supplement (project-specific funding agreement).

Master Agreements are an umbrella agreement that outlines terms and conditions applicable to the grantor and grantee. This Agreement enables Caltrans to enter into project-specific funding agreements with the grantee.

Grantees must receive a written authorization/board resolution from their governing board in order to execute a Master Agreement with Caltrans.

Project Progress Payment Invoices (PPPI) should be submitted to Branch staff at least quarterly, but no more than monthly. A signed PPPI cover sheet and supporting documentation shall be submitted for each invoice. Grantees should review Program Guidelines and Master Agreement terms for additional details regarding invoicing and reimbursement requirements.

Final Invoices

Once the Last Expenditure Date (LED) for a Program Supplement has passed, the grantee can no longer incur valid project costs or credits. The grantee has one hundred and eighty (180) days after the LED to make already incurred final allowable payments to project contractors or vendors, prepare the Project Closeout Report, and submit the final invoice to Branch staff for reimbursement of allowable project costs.

Grantees shall submit a Project Closeout Report with the final invoice.

The Federal Transit Administration (FTA) Section 5311 formula funding program is authorized by 49 United States Code (U.S.C) Section 5311. The 5311 program provides supplemental funding for public transit service in non-urbanized areas which have populations of fewer than 50,000 residents, as quantified by the United States Census Bureau. The Job Access and Reverse Commute (JARC) program has been merged into the 5311 program. Projects formerly eligible under the JARC program are now eligible under the 5311 program.

The FTA apportions formula funds to each state on an annual basis. The California Department of Transportation, Division of Rail and Mass Transportation (DRMT) is the designated grantee for California. The DRMT Rural Transit and Intercity Bus Branch manages the 5311 and 5311(f) programs.

District Role

District Transit Representatives (DTRs) are responsible for overseeing the Section 5311 programs at the local level through planning and the provision of technical assistance to Transportation Planning Agencies (TPA) and transit operators. DTRs conduct on-site monitoring, secret rider reviews, and Disadvantaged Business Enterprise semi-annual report collection for sub-recipient agencies.
