Director's Policy on Complete Streets [DP-37] (PDF)

Caltrans released a new Director's Policy on Complete Streets (DP-37) now requires all new projects funded or overseen by Caltrans to complete streets features that provide safe and accessible options for people walking, biking, and riding transit or passenger rail. Complete streets offer several benefits, including enhancing safety and creating more sustainable transportation options to decrease dependence on driving and to improve public health by encouraging active transportation like walking and biking.

Towards An Active California: State Bicycle and Pedestrian Plan (PDF)

Caltrans developed Toward an Active California, its first pedestrian and bicycle plan, to continue progress toward a sustainable multimodal transportation system. Objectives and strategies outlined in the plan focus on policies or actions that Caltrans can undertake to support active transportation.

Caltrans Division of Transportation Planning's (DOTP)'s, Office of Active Transportation & Complete Streets (ATCS)

The Caltrans Mode Share Action Plan predated the Complete Streets Action Plan. It was a document designed to guide staff work.

  • MSAP 1.0 (PDF): Lists high-priority actions for Caltrans divisions that supported our effort to triple bicycle trips, double pedestrian trips, and double transit usage in California — targets within Goal 3 (Sustainability, Livability, and Economy) of the Caltrans Strategic Management Plan (SMP) 2015-2020. 
  • MSAP 2.0 (PDF): To help achieve this vision, the Mode Share Action Plan (MSAP) 2.0 was updated for 2020-21 and developed to highlight efforts that go above and beyond those that were previously identified to implement active transportation at Caltrans.
