Standard Environmental Reference (SER)

Please note, we are in the process of updating the SER to reflect recently issued Executive Orders, which rescinded previous Executive Orders relating to several environmental topics, including Environmental Justice and Climate Change. In addition, the NEPA implementing regulations located in Title 40 of the Code of Federal Regulations (40 CFR 1500-1508) have been repealed. The affected chapters, forms, and templates will be updated as soon as possible to reflect these changes.

What is the SER? The Standard Environmental Reference (SER) is an on-line resource to help state and local agency staff plan, prepare, submit, and evaluate environmental documents for transportation projects. The SER contains information appropriate to all transportation projects developed under the auspices of Caltrans, and to all local agency highway or local streets and roads projects with funding or approvals by the Federal Highway Administration (FHWA).
