California Sustainable Freight Action Plan (CSFAP)

Image of CSFAP cover page Governor Brown's July 2015 Executive Order B-32-15 directed the secretaries of the California State Transportation Agency (CALSTA) California Environmental Protection Agency (CalEPA), and Natural Resources Agency to lead other relevant State departments in developing an integrated action plan by July 2016 that "establishes clear targets to improve freight efficiency, transition to zero-emission technologies, and increase competitiveness of California's freight system." Participating State departments include the California Air Resources Board (ARB), California Department of Transportation (Caltrans), California Energy Commission, and the Governor's Office of Business and Economic Development (GO-Biz).

In support of the direction for the action plan to be informed by broad stakeholder input, the interagency team engaged stakeholders throughout the State through webinars, presentations to staff and boards from regional agencies, the California Freight Advisory Committee (CFAC), and briefings with interested parties such as industry leaders, environmental groups, and other community groups. The resulting California Sustainable Freight Action Plan was informed by existing state agency strategies, including the California Freight Mobility Plan, Sustainable Freight Pathways to Zero and Near-Zero Emissions, and the Integrated Energy Policy Report and identified State policies, programs, and investments. To ensure progress toward a sustainable freight system, the Order also required work to be initiated on corridor-level freight pilot projects within the State's primary trade corridors that integrate advanced technologies, alternative fuels, freight and fuel infrastructure, and local economic development opportunities.

Community Air Protection Program (AB 617) Aims to mitigate toxics & GHG emissions to benefit disadvantaged communities. 

Hybrid and Zero Emission Truck and Bus Voucher Incentive Project (HVIP)A Hybrid and Zero-Emission Truck and Bus Voucher program provides funding to support the long-term transition to ZEVs.   

Carl Moyer Memorial Air Quality Standards Attainment ProgramA State Implementation Plan (SIP) emissions reduction program.

Volkswagen Environmental Mitigation Trust for California $90 Million will be made available for the ZE Class 8 Freight and Port Drayage Trucks Program, $70 Million for the ZE Freight and Marine Projects, $60 Million for Combustion Freight and Marine Projects, and $10 Million for Light Duty ZEV Infrastructure Refueling Stations.

FARMER program- Allocated $56 Million to reduce GHG emissions in the Ag sector in Rural Disadvantaged and Low-Income Communities.

Sustainable Transportation Equity Projects (STEP)  - A Cap and Trade Proceed Funded Program Allocation of $19.5 Million; $1.75 M for Planning and Capacity Improvements, and $17.75M for Implementation Grants.

Zero-Emission Drayage Truck and Infrastructure Pilot Project – A CARB and Energy Commission (CEC) Clean Transportation Incentive Program for FY 2019 - 2020.  Applications closed.  

Zero Emission Airport Shuttle Bus ProgramA CARB funded incentive program to promote the development and use of Zero-Emission Airport Ground Equipment & Shuttle Bus Transportation.

Relevant State Policies

AB 32 (2006) Global Warming Solutions Act requires CARB to create a Climate Scoping Plan to reach the requirement of reducing GHG emissions to 1990 levels by 2020.  

SB 375 (2008) Sustainable Communities Program coordinates transportation and land use planning decisions to reduce GHG emissions from motor vehicle trips.

SB 743 (2013) Reforms CEQA guidelines to mitigate and reduce Vehicle Miles Traveled (VMT) by promoting statewide goals leading to infill development, improving public health through active transportation, and reducing greenhouse gas emissions (GHGs).  

SB 1204 (2014) California Clean Truck, Bus, and Off-Road Vehicle Equipment Technology Program.  Bill is to extend law for the auction or sale of allowances as part of a market-based compliance cap and trade program, and to amend existing law to prioritize projects that benefit disadvantaged communities.  Program will be administered through the State Energy Resources Conservation and Development Commission and consult with Air Resources Board on developing guidance through overarching Air Quality Improvement Program.  

SB 350 (2015) Clean Energy and Pollution Reduction Act sets GHG reduction goals to 40% below the 1990 levels by 2030 and 80 percent below 1990 levels by 2050.

AB 802 (2015) Authorizes the CA Energy Commission (CEC) to build energy-use benchmarking and disclosure program.

AB 617 (2017) Nonvehicular air pollution:  criteria air pollutants and toxic air contaminants.  Bill requires the state board to prepare a monitoring plan regarding technologies for monitoring criteria air pollutants, toxic air contaminants, and community air monitoring systems and update a statewide strategy every 5-years.  The board is also required to select locations around the state for preparation of community emissions reduction programs.  

SB 1403 (2018) California Clean Truck, Bus, and Off-Road Vehicle Equipment Technology Program.  Bill requires the California Air Resources Board and State Energy Resources Conservation and Development Commission to establish a 3-year investment strategy for zero-and near zero heavy duty vehicles and equipment commensurate with meeting certain goals and milestones, including placing in service at least 1,000,000 zero-emission and near-zero emission vehicles by January 1, 2023.

AB 2127 (2018) Requires the California Energy Commission to biennially assess the electric vehicle charging infrastructure needed to meet the state’s goals of phasing out gas fueled vehicles with 5 million zero-emission vehicles by 2030 and reduce GHGs to 40% below 1990 levels by 2030.  

AB 118 (2019)  The California Energy Commission to provide $100 million annually for the adoption of alternative and renewable fuels and advanced transportation technologies to help attain the state’s climate change policies.

Executive Order N-19-19 - (2019)  Leverages the state's climate investment portfolio and establishes a framework for implementing a shift in zero emissions technologies throughout all industry sectors.  

Executive Order N-79-20 - (2020)  Sets the course to end the sales of internal combustion vehicles by 2035, and establishes a target for the transportation sector to achieve 100% carbon neutrality by 2045. 

Executive Order N-19-21 - (2021) Orders the Department of Transportation, in partnership with the California State Transportation Agency (CalSTA), to collaborate with industry stakeholders, evaluate and identify priority freight routes to be considered for a temporary exemption to current gross vehicle weight limits within 30-days of its enactment.  

AB 2285 (2020)  California Clean Truck, Bus, and Off-Road Vehicle Equipment Technology Program.  This bill extends the requirement that 20% of that funding be made available for the same purpose until December 31, 2021.  This bill will extend authorization for the Department of Motor Vehicles to extend a pilot project to January 1, 2023.  

SB 500 (2021)  Autonomous Vehicles:  Zero Emissions.  Bill would prohibit the DMV from commencing rulemaking for the adoption of regulations implementing this provision until January 1, 2027.

SB 671 (2021) Transportation:  Clean Freight Corridor Efficiency Assessment.  Bill establishes the Clean Freight Corridor efficiency assessment to be developed by the California Transportation Commission, in coordination with other state agencies, to identify statewide freight corridor segments and prioritizes them for the deployment of zero-emission medium and heavy-duty vehicles.  The Energy Commission is to prepare and present a report on the assessment findings and recommendations to the Legislature by December 1, 2023.    

SB 726 (2021)  Alternative Fuel and Vehicle technologies:  Transportation Sustainability Strategy.  Bill would require the state board and the State Energy Resources Conservation and Development Commission, in coordination with specified public agencies, including local air pollution control districts and air quality management districts, if those districts choose to participate, to jointly develop a comprehensive transportation sustainability strategy to be known the Sustainable Transportation Strategy by January 1, 2024.

AB 992 (2021)  California Clean Truck, Bus, and Off-Road Vehicle and Equipment Technology.  Bill specifies the peer-to-peer truck sharing platform demonstration eligible for funding under the program for the purposes of demonstrating pre-commercial pilots and early commercial deployment of zero-and near-zero emission trucks, bus, and off-road vehicles. 

AB 1524 (2021)  Bill requires the Air Resources Board to extend project 800 initiatives to provide continued financial incentives to support the ordering of an additional 1,000 to 1,600 zero-emission drayage trucks in 2022 to serve California ports and to begin operation by 2024.  

State and Federal Environmental Regulations

Advanced Clean Truck Act of 2020: Requires manufacturers of Class 2b-8 chassis or complete vehicles with combustion engines to sell zero-emission trucks as an increasing percentage of their annual California sales from 2024 – 2035.  By 2035, zero-emission truck/chassis sales would need to be 55% of Class 2b-3 truck sales, 75% of Class 4 – 8 vocations truck sales, and 40% of Class 7-8 truck tractor sales. 

SAFE Vehicle Rules and Actions. September 2019:  US EPA and the National Highway Traffic Safety Administration (NHTSA) issued the SAFE Vehicles Rule that revoked California’s authority to set its own greenhouse gas emissions standards and ZEV mandates.  In April 2020, the SAFE rule for model years 2021 – 2026 passenger cars and light trucks (Final SAFE Rule) that relaxed federal greenhouse gas emission and fuel economy standards.  The final SAFE rule relaxed federal greenhouse gas emissions and Corporate Average Fuel Economy (CAFÉ) standards to increase in stringency at only about 1.5% per year from model year (MY) 2020 levels over MYs 2021 – 2026. 

1990 Amendments of the Clean Air Act of 1970.  Established permitting program requirements, expanded and modified provisions concerning the attainment of National Ambient Air Quality Standards and also expanded and modified enforcement authority. 

Clean Air Act of 1970.  The enactment of the Clean Air Act of 1970 resulted in a major shift in the federal government’s role in air pollution control.  This authorization consisted of federal and state regulations to limit emissions from both stationary (industrial) sources and mobile sources.
