State Planning
The Office of State Planning provides a framework and collaborative process to understand and shape the future of the transportation system in California and lead the Department in long-range planning, economic analysis, and statewide modeling in coordination with internal and external stakeholders. The effort is to explore California’s future of mobility and advance innovative solutions in the context of broader economic, demographic, environmental, technological, and equitable issues. The Office also informs transportation decision makers and stakeholders regarding existing conditions, and estimates the potential implications of a policy or project. This includes data, economic analysis, and transportation modeling services to transportation stakeholders through data collection, research, and analyses.
The Long Range Policy Planning Branch is primarily responsible for the long range transportation planning within the Division of Transportation Planning (DOTP). This includes the California Transportation Plan (CTP), Public Participation Plan (PPP), and the Future of Mobility White Paper.
The Statewide Modeling Branch is responsible for maintaining and running the California Statewide Freight Forecasting and Travel Demand Modeling (CSF2TDM) by providing interregional travel analysis, and forecasts. In addition, this Branch supports microsimulation modeling practices to provide support for corridor and project level analysis. Statewide Modeling also includes freight forecasting technical analysis to other Programs and Agencies.
The Transportation Economics Branch provides transportation decision makers with expert research, analysis and legislative information to ensure productive and efficient use of public resources. The branch conducts economic analyses such as performing benefit-cost, economic impact and estimating motorist value of time. In addition, the branch publishes a county socioeconomic forecast and an overview of transportation funding in California.
