Local Highway Bridge Program

Overview

The local Highway Bridge Program (HBP) is a structural safety program that provides federal-aid to Local Public Agencies to replace, rehabilitate, or perform preventive maintenance work on locally-owned, public highway bridges that have structural deficiencies. To be eligible to receive HBP funds, a bridge must be owned and maintained by a California local public agency, be open to public travel, and be in the National Bridge Inventory. The bridge must also be in Poor Condition, have structural deficiencies and work recommendations identified in a Caltrans bridge inspection report, be seismically vulnerable, be scour critical, or have a Paint Condition Index below 70%.

 

Programming Process

Caltrans evaluates the candidate projects for eligibility requirements and includes the successful candidate projects into the Highway Bridge Program.

 

Caltrans then produces financially constrained program lists that are forwarded to the MPOs for inclusion into the Federal Statewide Transportation Improvement program (FSTIP). Once the projects are included into the FSTIP, local agencies must request authorization to proceed according to the Local Assistance Procedures Manual to be eligible for reimbursement.
