New Video on California's Safe System Approach
On October 15, 2025, the California State Transportation Agency and the California Health and Human Services Agency released a Joint Secretary’s Policy on Road Safety which commits the State of California to a vision where every person can reach their destination free from fatal or serious harm.
The key method of achieving this vision is through the Safe System Approach, which is a multilayered, holistic approach to achieving transportation safety through proactive measures and shared responsibility.
Complete Streets Decision Documents (CSDD)
The Complete Streets Decision Document (CSDD) has been implemented to record key decisions to incorporate complete streets facilities in projects on the State highway system. The intent of the CSDD is to ensure accountability in Caltrans ongoing efforts to maximize the integration of complete streets elements within projects. The CSDD is required to be prepared and submitted with the Project Initiation Document (PID), Project Approval/Environmental Document (PA/ED), and Plans Specifications and Estimate (PS&E) submittals.
Design Information Bulletin (DIB) #94 - Complete Streets: Contextual Design Guidance
Design Information Bulletin 94 sets new standards for sustainable mobility statewide. This bulletin emphasizes meeting community needs as Caltrans shifts from a vehicle-centered view of the State Highway system to a people-focused transportation network, and is the latest major design guidance for comfortable and convenient complete streets on the State highway system. It also tailors design recommendations to different contexts—such as rural main streets, suburban, urban, and city‑center environments—based on roadway use, speeds, and traffic levels.
