California Invests $3.7 Billion to Continue Rebuilding Transportation Infrastructure for All Travelers

Funding will improve bridges, travel times and air quality

Sacramento — The California Transportation Commission (CTC) this week allocated more than $3.7 billion for projects to rebuild the state’s transportation infrastructure to enhance safety and create more convenient options for travelers. 

More than $2.3 billion is from the federal Infrastructure Investment and Jobs Act of 2021 (IIJA) , the bulk of which is going to over 600 cities, counties and regional agencies to improve bridges, travel times and air quality; reduce planet-warming pollution; increase highway and rail safety; and provide transportation services. Nearly $169 million in funding is from Senate Bill (SB) 1, the Road Repair and Accountability Act of 2017.

  • Approximately $24.6 million of emergency allocations toward roadway and drainage repairs and construction of a high resistance rockfall barrier and retaining wall as well as debris removal on Route 36 in Carlotta from Love Lee Lane to east of the Van Duzen River Bridge in Humboldt County.
  • Approximately $3.2 million of emergency allocations toward roadway repairs, rock slope protection and debris removal on Route 36 near Dinsmore at Burr Valley Road in Humboldt County.
  • Approximately $1.3 million of emergency allocations toward roadway and other repairs On U.S. 101 near Klamath from Humboldt County line to the Klamath River Bridge in Del Norte County.
  • Approximately $1.3 million of emergency allocations toward the removal and replacement of culverts at two locations on U.S. 101 from south of Hamilton Road to northbound 6th Street in Crescent City, Del Norte County. 
  • Approximately $38 million of emergency allocations toward roadway repairs, extend the existing retaining wall and construct a dewatering system on Route 1 near Westport south of Hillcrest Terrance in Mendocino County.
  • Approximately $1.9 million of emergency allocations toward roadway and culvert repairs on Route 162 near Dos Rios to east of the Middle Fork Eel River Bridge in Mendocino County.

District: 2 - Lassen, Modoc, Plumas, Shasta, Siskiyou, Tehama and Trinity counties

  • Burney Falls Pavement Project (Near Burney, from 0.3 mile north of SR 299 to 1.4 miles north of Lake Britton Bridge in Shasta County): Rehabilitate pavement by grinding and overlaying with asphalt, extend turn lane, construct Maintenance Vehicle Pullouts (MVPs), replace guardrail and signs, and rehabilitate drainage systems. This project will extend the pavement service life and improve ride quality. This project includes $745K in SB1 funding.
  • Wildlife Crossing Structure Project (Near Grass Lake, from 1.4 miles north of Deer Mountain Rd to 0.6 mile north of Grass Lake Rest Area in Siskiyou County): Construct wildlife crossing and exclusionary fencing. 
  • Greenville Corridor Two Project (Near Canyondam, at 0.4 mile south of Wolf Creek Underpass in Plumas County): This project will stabilize the upper slope by placing rock slope protection, clear debris, and place erosion control. 
  • Remove and Replace AC Surface ELB Project (In Modoc, Plumas, Shasta, Siskiyou and Tehama Counties at various locations): Multiple rain events between December 2022 and June 2023 has caused the pavement to fail due to the intensity and duration of storms combined with heavy flow of truck traffic. The rain infiltrated the pavement causing rapid deterioration, severe distress, and potholes throughout the region. This project will repair pavement, and place pavement markers and striping at various locations.
  • Surprise Valley School Safety and Community Connectivity Project (In the DAC of Cedarville, on Bonner St from Patterson St, to Main St and along the north side of SR 299 on High St, four blocks of Main St and Ann St in Modoc County): Construct/replace sidewalks, implement high visibility and raised crosswalks throughout a DAC connecting students and full community to school sites, park, and essential services. 

District: 3 - Butte, Colusa, El Dorado, Glenn, Nevada, Placer, Sacramento, Sierra, Sutter, Yolo and Yuba counties

  • State Route 162: $3.1 million in SB 1 funds to develop a project for pavement, drainage, curb ramp, traffic signal and signage improvements from west of Interstate 5 to Tehama Street in Willows. 
  • State Route 162: $2.3 million in SB 1 funds to develop a project for pavement, drainage, guardrail and signage improvements from the Feather River Bridge to Foothill Boulevard in Oroville. 
  • State Route 49: $31.9 million in IIJA funds to construct two roundabouts and a concrete median barrier from 0.3 mile south of Lorenson Road/Florence Lane to 0.3 mile north of Lone Star Road near Auburn. 
  • Interstate 5: $2.2 million to develop a project to reconstruct the northbound Maxwell Safety Roadside Rest Area in Colusa County. 
  • Interstate 80, Nevada County: $14.8 million to grind pavement, place polyester concrete, replace concrete slabs and striping and rehabilitate drainage systems from the Placer County line to State Route 89 in the Truckee area. 
  • Interstate 80, Nevada County: $13.1 million to grind pavement, place polyester concrete, replace concrete slabs and striping and rehabilitate drainage systems from State Route 267 to the Sierra County line. 
  • Interstate 80, Nevada and Placer counties: $8.5 million to grind pavement, place polyester concrete, replace concrete slabs and striping and rehabilitate drainage systems near the Crystal Lakes and Kingvale areas. 
  • Interstate 80, Placer County: $13.1 million to grind pavement, place polyester concrete, replace concrete slabs and striping and rehabilitate drainage systems near the Emigrant Gap area. 
  • Interstate 5, Sacramento: $18.3 million for pavement work between the American River Bridge and Arena Boulevard. 
  • Town of Truckee: $700,000 to purchase up to six new electric transit vehicles for the town’s Microtransit fleet. 
  • Yolo County Transit: $1.36 million toward a project to relocate and grade the Union Pacific Railroad Martinez subdivision crossing. 
  • City of Paradise: $3.8 million in SB 1 funds for an active transportation project to construct new sidewalks, curbs and gutters and Class II bicycles lanes in the downtown area along Fir and Birch streets as well as portions of Foster Road, Black Olive Drive and Elliott Road. 
  • Sacramento County: $1.98 million in SB 1 funds for pavement, curb, gutter and sidewalk repairs and new ramps on various streets in the Arden Arcade, Vineyard and Carmichael communities. 

District: 4 - Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, Solano and Sonoma counties

Alameda County

  • $4.3 million allocated in Alameda County through various cities, from Stevenson Boulevard to Helgenberger Road. This project will construct permanent Best Management Practices to address prohibition of discharge for trash in the San Francisco Bay Area and achieve permit compliance units for trash capture and Total Maximum Daily Loads
  • $13.48 million allocated in Alameda, Contra Costa, Santa Clara, San Mateo, and Solano counties, on various routes at locations. The project is to modify and enhance ramp metering systems to improve TMS performance and install guardrail at ramps.
  • $944,000 allocated in the county, in various cities on Routes I-80 and I-580 through various locations. This project will install pavement delineation and markings to alert motorists of wrong-way driving at exit ramps. 
  • $230,000 allocated in and near Fremont and Union City, from SR-238 to I-680. This project will focus on environmental mitigation and plant establishment work for bridge replacement project.

Contra Costa County:

  • $23.5 million allocated the city of San Pablo, Contra Costa County I-80/SPDR interchange. This project will construct McBryde connector road, reconstruct SPDR overcrossing and ramps, and various other improvements.
  • $59.12 million allocated in and near Hercules, Martinez, and Concord to rehabilitate pavement, upgrade guardrail, signs, and facilities to ADA standards.

San Francisco

  • $980,000 allocated in the city of San Francisco to repair damaged bridge deck at the Cesar Chavez undercrossing bridge.

San Mateo County

  • $8.65 million allocated in and near Woodside, South San Francisco, and Daly City to apply polyester concrete overlay to bridge decks and approach decks.
  • $2.74 million allocated near Palo Alto, north of Alpine Road to reconstruct slopes and unlined channels affected by winter storms.
  • $2.6 million allocated in Half Moon Bay north of Coronado Street to reconstruct slope and repair pedestrian access damaged by winter storms.
  • $1.23 million allocated In Woodside, south of Canada Road, to repair roadway, slipout, culvert system, and sink hole caused by winter storms.
  • $3.21 million allocated in Belmont, at Belmont Creek Bridge to remove debris and sediment from a box culvert plugged by winter storms.
Marin County:
  • $2.58 million allocated near Mill Valley, Stinson Beach, and Olema to upgrade bridge rails at various locations.
  • $2.1 million allocated near Point Reyes Station to replace Lagunitas Creek Bridge and Lagunitas Creek Overflow Bridge.
Sonoma County
  • $2.88 million allocated near Timber Cove to install a gabion retaining wall and horizontal drains to stabilize the slope.
  • $3.37 million allocated near Schellville to restore structural integrity of the roadway, replace asphalt pavement, and rehabilitate drainage systems.
  • $7.77 million allocated near Guerneville from Brookside Lane to River Road to upgrade curb ramps and sidewalk and install APS pushbuttons to make facilities compliant with the ADA standards.
  • $1 million allocated near the city of Sonoma to construct left-turn lane onto Verano Avenue and upgrade facilities to ADA standards.

District: 5 - Santa Barbara, San Luis Obispo, Monterey, San Benito and Santa Cruz counties

  • $49 million in federal funding (IIJA) and $1.2 million in SB 1 funding to replace the Refugio Bridges on US 101 northwest of Goleta in Santa Barbara County.
  • $1.2 million to install Advanced Automated Technology and install signal phasing to enhance safety at the intersection of State Route 1 from the San Lorenzo River Bridge to north of River Street/State Route 9 in the City of Santa Cruz.

District: 6 - Kings, Tulare, Fresno, Madera and Kern counties

  • Tulare 198 Culvert Rehab: This project will repair and replace numerous culverts along State Route 198 from the Kings County line to the Sequoia National Park Boundary. Full funding allocation: $16.1 million. IIJA funding allocation: $14.2 million. SB1 funding allocation: $347,000.
  • Fresno 198 Culvert Rehab: This project will repair, replace and reline numerous culverts along State Route 198 from 0.51 miles east of the Monterey County Line to 1.7 miles west of Firestone Avenue. Full funding allocation: $12 million. IIJA funding allocation: $10.6 million. SB1 funding allocation: $321,000. 
  • Morning Drive 3R Rehab: This project will rehabilitate the roadway by grinding pavement and placing Hot Mix Asphalt (HMA) and Rubberized Hot Mix Asphalt (RHMA), widen shoulders, upgrade curb ramps to Americans with Disabilities Act  (ADA) standards, and upgrade barrier railing in and near Bakersfield on State Route 184, from 0.1 mile north of Edison Highway to 0.1 mile north of Chase Avenue. Full funding allocation: $4.5 million. IIJA funding allocation: $3.9 million. SB1 funding allocation: $516,000.

District: 7 - Los Angeles and Ventura counties

  • A deck replacement of the State Route (SR) 103 overhead bridge at the Union Pacific rail lines near Terminal Island. ($32.3 million total; $28.6 million from IIJA, $3.7 million from SB 1).
  • A deck replacement of the I-10 busway bridge spanning the Rio Hondo in El Monte. ($10.6 million, all from SB1)

  • Sonora Junction Shoulders: Near Bridgeport, from Burcham Flat Road to 0.3 mile south of Route 108, $18.8 million was allocated for the Construction phase of this project that will reduce the number and severity of collisions by widening shoulders, installing rumble strips, adding two wildlife undercrossing structures and deer exclusion fencing, and correcting roadway cross slope at three curves.
  • Keene Pavement and State Route 58 Truck Climbing Lane Project: This vote combined the two projects into one, accelerating the delivery of the Truck Climbing Lane project and committing state funds for the project.

District: 10 - Alpine, Amador, Calaveras, Mariposa, Merced, San Joaquin, Stanislaus and Tuolumne counties

  • In San Joaquin County, $114,000 will go toward improving safety and connectivity for the residents and students of Stockton’s Harrison Elementary neighborhood by installing new sidewalks and ADA compliant ramps, crosswalks, traffic lights and flashing beacons on Alpine Ave. from Sanguinetti Lane to Wilson Way.
  • In Merced County, $6.14 million will be used to improve safety, reducing the number and severity of collisions on State Route 152 near Los Banos through construction of a cable median barrier for nearly five miles from Interstate 5 to Basalt Rd.
  • In Alpine County near Kirkwood and the Kit Carson Campground, $950,000 will be used to rejuvenate 1 mile of storm-damaged State Route 88 by repairing the roadway and roadside drainage ditches, stabilizing slopes, removing debris, installing permanent erosion control and replacing roadway striping and delineation.

District: 11 - San Diego and Imperial counties

  • $2.4 million – Bridge Deck Preservation in Chula Vista and San Diego. Caltrans will use SB 1 funding to apply polyester concrete overlay to bridge decks, apply methacrylate to approach slabs, and repair spalls at Palomar Street Overcrossing and Interstate 5/State Route 163 separation. 
  • $1.58 million and $3.1 million in SB 1 funds – Caltrans will rehabilitate culverts, replace signs, upgrade lighting, and upgrade facilities to Americans with Disabilities Act (ADA) standards Near Pala, Pauma Valley, Rincon, and La Jolla Amago, from east of Route 15 to west of Route 79. 
  • $5.6 million – Caltrans will pave beyond gore areas, relocate irrigation control valve boxes, construct rumble strip and Maintenance Vehicle Pullout (MVP), relocate ramp meter cabinets, and upgrade signpost support systems to enhance highway worker safety in the city of San Diego, from El Camino Real Undercrossing to State Route 56/Interstate 15 separation.
  • $900,000 – Caltrans will repair a sinkhole, replace a culvert, and repave at State Route 111 and Rutherford Road in the community of Rockwood.
  • $19 million – Caltrans will line culverts, replace culverts via jack, and bore and line culverts near Descanso on Interstate 8, west of State Route 79 and west of Corte Madera Road. 
  • $3 million – Caltrans will replace failed culverts by pipe jacking in and near Chula Vista at Interstate 805 along H Street. 
  • $148,000 – SANDAG will lead a project to construct approximately two miles of separated bike lanes (Class IV), 2 curb extensions, traffic signal modifications with bike signals, continental crosswalks, and curb ramps at the 24th Street Transit Center Connections along East 30th Street between Hoover Avenue and Highland Avenue, and along Hoover Avenue between East 33rd Street and East 22nd Street.
  • $3,000 – SANDAG will lead a phase 2 roundabout active transportation corridor project with Class IV bicycle facilities, improved sidewalks, traffic calming, pavement markings, ADA curb ramps on Main Street from Johnson Avenue to El Cajon Boulevard in the City of El Cajon. 
  • $3.64 million – NCTD and SANDAG will lead a San Dieguito Bridge Replacement, Double Track and Special Events Platform Project design to be bid ready, plan set, and construction specifications.
  • $1.4 million – NCTD and SANDAG will lead a San Dieguito Bridge Replacement, Double Track and Special Events Platform Project right of way certification by obtaining temporary construction easements and permanent licenses.
  • $2.4 million – San Diego MTS and SANDAG will lead a Zero Emission Transit Enhancement design of Orange Line track improvements from Massachusetts Avenue to El Cajon Transit Center.
  • $4.95 million – Caltrans will use in IIJA federal funding to pave beyond gore areas, relocate irrigation control valve boxes, construct rumble strip and Maintenance Vehicle Pullout (MVP), relocate ramp meter cabinets, and upgrade signpost support systems to enhance highway worker safety on State Route 56 (SR-56) from the El Camino Real Undercrossing to SR-56/Interstate 15 Separation. Total project cost of $5.59 million.
  • $3.19 million – Caltrans will use IIJA federal funding to rehabilitate the El Cajon Boulevard Overcrossing and the Marshall Avenue Overcrossing on Interstate 8 in La Mesa and El Cajon. Total project cost of $3.48 million.

  • $9.98 million, including $8.83 million in federal IIJA funding, for a project on State Route 74 (SR-74; Ortega Highway) in the City of San Juan Capistrano to close the roadway gap between Calle Entradero and Reata Road.
  • $7.53 million in supplemental SB1 funding for a project on Interstate 5 (I-5) in the cities of Laguna Hills, Mission Viejo and Lake Forest to extend the second HOV lanes in both directions and replace the auxiliary lanes.
  • $5.75 million in supplemental funding, including $5.1 million in federal IIJA funding, for a project on SR-133 (Laguna Canyon Road) in the city of Laguna Beach to improve safety by extending the merge lanes in the northbound and southbound directions.
  • $3.83 million in SB1 funding, for a project on SR-22 in and near the cities of Santa Ana and Orange to upgrade and install new transportation management system elements, construct bicycle and pedestrian improvements, construct stormwater treatment best management practices, and reconstruct buildings at the Caltrans Orange Maintenance Station.
  • $879,000 for a project on SR-74 in San Juan Capistrano to install turf reinforcing mats and double twisted wire mesh to provide erosion protection.
  • $783,000 for a project on I-5, SR-55, and SR-91 in Anaheim to install new fiber optic cables, repair damaged conduits, and replace existing pull boxes with tamper-resistant pull boxes.
  • $452,000 for a project on SR-22 in the city of Orange to apply high friction surface treatment at the westbound on-ramp from La Veta Avenue.
  • $426,000 for a project on SR-22 in the city of Garden Grove to apply high friction surface treatment at the westbound on-ramp from Garden Grove Boulevard.

The IIJA, also known as the “Bipartisan Infrastructure Law,” is a once-in-a-generation investment in our nation's infrastructure to improve the sustainability and resiliency of our energy, water, broadband and transportation systems. California has received more than $22.6 billion since the IIJA’s passage in November 2021.

SB 1 provides $5 billion in transportation funding annually that is shared equally between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds, including projects that are partially funded by SB 1.
