California Invests More than $3.1 Billion in Projects to Rebuild and Upgrade State’s Transportation Infrastructure

Sacramento — The California Transportation Commission (CTC) this week allocated more than $3.1 billion for projects that will improve the state’s transportation infrastructure, making it safer, more sustainable and more reliable.  


The allocation includes nearly $1.8 billion in funding from the federal Infrastructure Investment and Jobs Act of 2021 (IIJA) and almost $200 million in funding from Senate Bill (SB) 1, the Road Repair and Accountability Act of 2017.

  • Approximately $11.7 million toward the construction of a retaining wall, guardrail, drainage and other roadway improvements along Route 299 near Blue Lake to east of North Fork Mad River Bridge in Humboldt County.
  • Approximately $300,000 toward mitigation work, revegetation and monitoring for a safety project on Route 299 from east of Cedar Creek Road to west of Route 96 near Willow Creek in Humboldt County.
  • Approximately $8.1 million in federal IJJA funding toward the construction of a cable median barrier on U.S. 101 from Route 20 to Uva Drive /North State Street near Ukiah in Mendocino County.
  • Approximately $17.4 million including more than $15.4M in federal IIJA funding and $356K in SB1 funding toward improvements at Jack Peters Creek Bridge No. 10-0150 on Route 1 near the community of Mendocino in Mendocino County.
  • Approximately $1.9 million in support allocations toward ADA curb ramps and sidewalks, bike lanes, transit stops and other safety improvements on U.S. 101 in Eureka from Truesdale Street to south of Humboldt Hill in Humboldt County.
  • Approximately $2.1 million in support allocations toward storm repairs with roadway realignments on Route 299 near Blue Lake to east of Blue Lake Boulevard in Humboldt County.
  • Approximately $1.6 million in support allocations toward roadway realignments and other safety improvements along Route 20 near Clearlake Oaks to east of Walker Ridge Road in Lake County.
  • Approximately $100,000 in support allocations toward the construction of a left-turn lane on Route 1 at Ocean Drive near Gualala in Mendocino County.
  • Approximately $5.6 million in SB1 funding in support allocations for seismic retrofit at Eel River Bridge No. 04-0016 on U.S. 101 in Rio Dell, Humboldt County.
  • Approximately $1.8 million in SB1 funding in support allocations toward drainage upgrades, lighting and other roadway improvements at various locations on U.S. 101 in Humboldt County from Fortuna to the Del Norte County line.
  • Approximately $2.6 million of emergency allocations toward roadway repairs as well as the removal of hazardous trees along Route 96 near Willow Creek to Tish Tang Campground in Humboldt County. 
  • Approximately $22.4 million of emergency allocations toward drainage and roadway repairs and the construction of retaining walls on U.S. 101 near Cooks Valley in Humboldt County.
  • Approximately $28 million of emergency allocations toward bridge repairs at Fernbridge No. 04-0134 on Route 211 in Humboldt County following the Dec. 20, 2022, earthquake. 
  • Approximately $6.5 million of emergency allocations toward roadway and drainage repairs and construction of a retaining wall along Route 299 near Willow Creek from Bair Road to Chezem Road in Humboldt County.
  • Approximately $2.6 million of emergency allocations toward roadway and drainage repairs on U.S. 101 near Hopland to north of Comminsky Station Road in Mendocino County.

  • Shalas CAPM Project (Near Susanville, from Shasta County line to SR 36 in Lassen County): Rehabilitate pavement, upgrade guardrail and Transportation Management System (TMS) elements, replace drainage systems, and pave maintenance pullouts. This project includes $32M in IIJA funding, and $198K in SB1 funding.
  • Poison Lake Curve Improvement Project (Near Old Station, from 6.5 miles east to 7.1 miles east of Shasta County line in Lassen County): Improve safety by realigning curve and creating clear recovery area. This project includes $3.2M in IIJA funding.
  • OBrien CAPM Project (Near Shasta Lake City, from Pit River Bridge to 1.8 miles north of Riverview Drive Undercrossing in Shasta County): Rehabilitate pavement, upgrade guardrail and TMS elements, and replace signs. This project includes $30.9M in IIJA funding, and $308K in SB1 funding.
  • Lake Boulevard Pavement Project (In and near Redding, from Route 299 to just east of Hootenanny Lane; also on Route 273 from 0.1 south to 0.1 mile north of Lake Boulevard in Shasta County): Rehabilitate pavement, reconstruct onramp, upgrade facilities to meet Americans with Disabilities Act (ADA) standards, upgrade TMS elements, rehabilitate drainage systems, add multi-use bi-directional path, and widen and overlay existing Class 1 bike path. This project includes $32.8M in IIJA funding, and $276K in SB1 funding.
  • SIS Worker Safety Project (Located near Seiad Valley, from Ladd Rd to just east of Empire Creek Bridge at various locations in Siskiyou County): Improve highway worker safety by paving maintenance vehicle pullouts, stabilize slopes to prevent sediment runoff, and install new traction sand trap at the Seiad Valley Maintenance Station. This project includes $4.3M in IIJA funding.
  • Dorris CAPM Project (In and near Dorris on Route 97 from 0.3 mile south of Sams Neck Road to Oregon State Line and on Route 161 from Route 97 to 0.6 mile east of Indian Tom Lake Road in Siskiyou County): Rehabilitate pavement and upgrade facilities to ADA standards, and upgrade guardrail and TMS elements. This project includes $14.3M in IIJA funding, and $134K in SB1 funding.
  • Thomes Creek Bridge MTCE Project (In Tehama County near Corning at Thomes Creek Bridge #08-0165): Apply polyester concrete overlay to bridge deck, replace joint seals, repair unsound concrete, and upgrade guardrail to ensure the safety and integrity of the structure. This project includes $570K in SB1 funding.
  • Dibble Creek CAPM Project (In Tehama County near Red Bluff from 0.8 mile east of Salt Creek Bridge to Baker Rd): Rehabilitate pavement by repairing localized failure and overlaying with asphalt to extend pavement service life and improve ride quality. Work also includes upgrading guardrail and signs, adding lighting, and rehabilitating drainage systems. This project includes $17.5M in IIJA funding, and $169K in SB1 funding.
  • VP2 Project (Near Los Molinos, from Butte County line to south of Los Molinos Creek Bridge in Tehama County): Rehabilitate pavement, upgrade guardrail and TMS elements, upgrade facilities to meet ADA standards, rehabilitate drainage systems, and widen shoulders. This project includes $3M in SB1 funding.
  • BUTTE/Plumas 70 Corridor Slides Project (The project limits are within the Dixie Fire burn scar area with steep terrain in Plumas and Butte Counties): This project will remove slide material from slope and traveled way and monitor the corridor for additional rock fall and mud slides. This supplemental is needed because recent storm events from Jan through Mar 2023 have continued to cause damage and initiate new slides in this area, blocking the road in multiple locations. Material is stockpiled and needs to be removed, erosion is occurring from flooding, and drainage systems need to be repaired, pavement, guardrail, and striping needs to be replaced, and boulders need to be broken down to manageable size to haul out to a disposal area.
  • A13 at Route 36 Safety Project (Near Chester, from 0.3 mile west to 0.3 mile east of County Road A13 in Plumas County): Improve safety by constructing a roundabout. This project includes $7.2M in IIJA funding.

District: 3 - Butte, Colusa, El Dorado, Glenn, Nevada, Placer, Sacramento, Sierra, Sutter, Yolo and Yuba counties

Alameda County
  • $19.4 million in allocations for various routes and various locations.
  • $8.5 million in allocations in and near Fremont and Hayward, on Routes 580, 680, 880.
  • $5.2 million in allocations in Berkeley and Albany, from State Route 13 to the Contra Costa County line to upgrade facilities to Americans with Disabilities Act (ADA) standards by replacing uplifted sidewalks.

  • $4.2 million in SB1 allocations for the Tamalpais Drive overcrossing in Corte Madera.
  • $1.9 million in allocations for SR-1 road work near Marshall, just south of Clark Road.
Napa County 
  • $4.9 million in allocations to install rumble strips to improve safety in the county.
  • $2 million in allocations for air pavement, replace drainage systems and upgrade guardrail near the city of Napa.
Santa Clara County
  • $32 million in allocations to upgrade guardrail, transition railing, and end treatments to current standard.
  • $14.6 million in allocations to upgrade pump plants and increase storm water storage at the Alum Rock pump plant.
  • $8.3 million in allocations for work in the cities of Santa Clara and Palo Alto.
  • $4.3 million for slipout work on SR-130 near San Jose.
San Mateo County
  • $52.5 million in allocations to rehabilitate pavement of the mainline and upgrade the concrete median barrier.
  • $10 million in allocations to deploy equipment, such as an interconnected traffic signal systems, closed circuit television (CCTV) cameras, and vehicle detection systems on state routes.
  • $9.9 million in allocations for ITS improvements in Daly City, Brisbane, and Colma.
  • $7.3 million to repair sinkhole damage and reconstruct slopes along SR-35.
  • $3.9 million in allocations to upgrade to upgrade and reposition traffic signals, and upgrade facilities to Americans with Disabilities Act (ADA) standards to improve safety.
  • $5.3 million to for sinkhole repair work on SR-92 near the city of San Mateo.
  • $1.7 million for slope and lined ditch work along SR-1 in Pacifica.
  • $1.4 million for slope and retaining wall work on SR-84 near Woodside.

  • $11.9 million in allocations to apply polyester concrete overlay to bridge deck, replace joint seals, and cold plane asphalt concrete pavement on bridge approaches and departure slabs in Vallejo.
  • $8.8 million to repair Napa River Bridge in Vallejo on SR-37.
  • $7.4 million in allocations was awarded to achieve statewide National Pollutant Discharge Elimination Systems.
  • $4.3 million in allocations for I-680 for slipout repairs in Fairfield. 
Sonoma County
  • $30 million in allocations in the county for work between the Sonoma County Airport SMART Station to the town of Windsor.
  • $17 million in allocations for work on US-101 in the city of Santa Rosa at the US-101/Hearn Avenue interchange/overcrossing.
  • $2.1 million for erosion and culvert near on SR-1 near Jenner.
  • $1.1 million for landslide repair near the county line near Calistoga.
  • $918,000 in SB1 funds for work near Bodega Bay, Carmet, and Jenner at various locations.
  • $468,000 for SR-116 near Sebastopol for erosion and culvert repair.

  • $19.4 million in allocations across the district to replace camera units and related technology components at existing Closed Circuit Television (CCTV) camera systems.

District: 5 - Santa Barbara, San Luis Obispo, Monterey, San Benito and Santa Cruz counties

  • $8 million to rehabilitate the pavement, lighting, replace sign panels and add Transportation Management System elements on State Route 183 from north of South Davis Road to south of Del Monte Avenue near Salinas and Castroville in Monterey County. $1.2 million of this project is funded through (SB) 1.
  • $11 million to construct a roundabout on Hwy. 154 at the intersection of Baseline Avenue/Edison Road in the Santa Ynez area of Santa Barbara County.  $10.1 million of this total is funded through the Investment and Jobs Act of 2021 (IIJA).
  • $6.8 million to the San Luis Obispo Council of Governments (SLOCOG) for improvements to the US 101/Avila Beach Drive Interchange which will include a roundabout, park and ride facility, sidewalk, bike lanes and a transit stop.

District: 6 - Kings, Tulare, Fresno, Madera and Kern counties

  • Fort Tejon 2R Rehab Project: $26.3 million project will rehabilitate Northbound Interstate 5 and upgrade guardrail, lighting, and Transportation Management System (TMS) elements near Lebec, from the Los Angeles County line to 0.3 miles north of the Lebec Avenue Overcrossing. IIJA funding allocation: $23.6 million. SB1 funding allocation: $253,000. 
  • Firebaugh 3R Rehab Project: $15.3 million project will rehabilitate State Route 33, replace signs, install TMS elements, upgrade guardrail, upgrade facilities to Americans with Disabilities Act (ADA) standards and rehabilitate drainage systems near Firebaugh from Morris Kyle Drive to 0.6 miles north of Clyde Fannon Drive. IIJA funding allocation: $13.6 million. SB1 funding allocation: $321,000. 
  • Tulare 245 Culvert Rehab Project: $10.9 million project will repair and replace culverts near Visalia from State Route 198 to the Fresno County line at various locations. SB1 funding allocation: $3.1 million. 
  • Stratford Kings River Bridge Replacement Project: $18.5 million project will replace Bridge No. 45-0007 on State Route 41 near Stratford due to extensive superstructure and substructure distress. IIJA funding allocation: $2.6 million. SB1 funding allocation: $338,000.

District: 7 - Los Angeles and Ventura counties

  • Interstate 605 (I-605) from Telegraph Road to I-10 – roadway rehabilitation, safety enhancements and landscaping. This project will improve ride quality along a 10-mile stretch of the interstate. $202 million. ($184 million from IIJA, $1.6 million from SB 1)
  • I-405 from south of Wilshire Boulevard to Victory Boulevard – roadway rehabilitation, slab replacement and safety upgrades. The project will improve ride quality along a 10-mile stretch of the interstate. $124 million. ($114 million from IIJA, $1.2 million from SB 1)
  • State Route 1 from Paseo De Las Delicias to Dewey Street – safety upgrades and roadway rehabilitation, including pavement repairs and reconstructing curb ramps, bus pads and guardrail along 15 miles of the roadway. $63 million. ($56 million from IIJA, $1 million from SB 1)

  • Mojave Pavement - From .5 miles north of Silver Queen Road to .6 miles north of Business Route 58 (north), this project will rehabilitate 21 lane miles of roadway, install Transportation Management System elements, upgrade facilities to Americans with Disabilities Act (ADA) standards, replace bridge railing, and enhance highway worker safety. The Plans, Specifications, and Estimates (PS & E) and Right-of-Way phases of this project were allocated $5.2 million.
  • Bridgeport Rehabilitation - Near Bridgeport, from south of State Route 182 to Buckeye Road, this project will rehabilitate 9.1 lane miles of pavement, upgrade facilities to Americans with Disabilities Act (ADA) standards, replace guardrail, and rehabilitate drainage systems. The Plans, Specifications, and Estimates (PS & E) and Right-of-Way phases of this project were allocated $1.1 million.
  • In three locations in Inyo and Mono Counties, on U.S. 6, State Route 120, and State Route 168, $545,000 in supplemental emergency funds were allocated to clear winter storm flood debris, regrade shoulders and ditches, repair pavement, and clear plugged culverts.
  • In and near Tehachapi, from .1 mile east of Keene Road to .9 miles east of Mill Street in 76 locations, this emergency project was allocated $1.7 million to repair full-depth structural failure due to winter storms with Hot Mix Asphalt (HMA) digouts and localized full-depth slab replacements. 
  • Near June Lake on State Route 158 and Bridgeport on U.S. 395, due to winter storm impacts, this emergency project was allocated $4.2 million to repair pavement damage at localized locations and complete failure in three locations.

District: 10 - Alpine, Amador, Calaveras, Mariposa, Merced, San Joaquin, Stanislaus and Tuolumne counties

  • $369,000 for the Alpine Pershing Mendocino Bicycle-Pedestrian Connectivity project in Stockton, which will design and construct buffered bike lanes, a traffic signal, cycle track, crosswalk and curb ramp improvements, and realign two intersections to add bicycle facilities.

District: 11 - San Diego and Imperial counties

  • $11.4 million in IIJA federal funding on State Route 78 (SR-78) in Brawley from 8th Street to Ben Hulse Highway and from Jasper Road to Niland Creek Bridge to install rumble strips, upgrade guardrail, and upgrade facilities to Americans with Disabilities Act (ADA) standards. This project will improve safety. Total project cost of $12.67 million.
  • $35.8 million in IIJA federal funding to Caltrans and SANDAG for the Interstate 5 (I-5) Build North Coast Corridor HOV Extension Phase 1 in the city of Carlsbad from Palomar Airport Road to SR-78. Total project cost of $39 million.
  • $24.4 million in IIJA federal funding to Caltrans on Interstate 805 between State Route 52 and Nobel Drive to extend existing auxiliary lanes, widen bridge, reconstruct on- and off-ramps, rehabilitate pavement, and upgrade guardrail. Total project cost of $26.7 million. 
  • $40.7 million in IIJA federal funding to Caltrans for I-5 in Encinitas and Carlsbad between Leucadia Boulevard and Palomar Airport Road to construct a southbound auxiliary lane to facilitate merging movements, realign ramp at Palomar Airport Road, add complete streets enhancements, and upgrade facilities to ADA standards. This is a Construction Manager/General Contractor project. Total project cost of $44.5 million.
  • $10.49 million to Caltrans for State Route 163 between Friars Road and Kearny Villa Road to upgrade Transportation Management System (TMS) elements, upgrade Weigh-In-Motion (WIM) scale, enhance highway worker safety, replace overhead signs, and make pedestrian safety improvements. This project will improve travel data accuracy.
  • $24.4 million in IIJA federal funding to Caltrans for Interstate 805 between State Route 52 and Nobel Drive to extend existing auxiliary lanes, widen bridge, reconstruct onramps and offramps, rehabilitate pavement, and upgrade guardrail. Total project cost of $26.7 million. 
  • $938,000 to Caltrans for State Route 56 from I-5 to Carmel Valley Road to rehabilitate pavement, install Light Emitting Diode (LED) lighting, and upgrade facilities to Americans with Disabilities Act (ADA) standards.
  • $16.1 million to Caltrans for Interstate 805 in the cites of Chula Vista and Nation City from I-5 to State Route 15 to rehabilitate roadway, rehabilitate culverts, construct auxiliary lanes, add bike trail and pedestrian bridge as complete streets elements, upgrade safety devices, enhance highway worker safety, upgrade lighting, and make bicycle and pedestrian improvements.
  • $1.15 million to Caltrans for Interstate 805 in the cites of Chula Vista and Nation City from Palm Avenue to Federal Boulevard and on I-5 at Palomar Street to rehabilitate five bridges.
  • $1.67 million to SANDAG for Planning, Programming and Monitoring.
  • $3.4 million to Caltrans for State Route 125 in La Mesa at Panorama Drive Undercrossing and on State Route 52 at the San Diego River – Hollins Lake Bridge to apply polyester concrete overlay to bridge decks, apply methacrylate to approach slabs, and repair spalls.
  • $9.5 million to Caltrans for State Route 78 in Oceanside between El Camino Real and College Boulevard to replace damaged culverts, modify inlets and junctions, replace damaged pavement, replace damaged guardrail and concrete barrier, reconstruct embankment, and place erosion control.
  • $1.3 million to Caltrans for on I-805 at San Ysidro Boulevard to install shoring, backfill with rapid strength concrete, clean out and inspect the drainage system, replace the culvert, and repair damaged pavement.
  • $1.3 million to Caltrans forI-805 in Chula Vista from East H Street to Bonita Road to rebuild the compromised slope, repair the damaged irrigation system, replace the guardrail, and reconstruct the damaged road components.
  • $1 million to Caltrans forI-805 in San Diego at El Cajon Boulevard to replace the damaged culvert and install an inlet, backfill with rapid strength concrete, rebuild the embankment, and install erosion control.
  • $12.7 million to Caltrans forI-805 in San Diego at Carroll Canyon Road to excavate the roadway, perform injection grouting, install ground anchors, apply shotcrete to the retaining wall, replace the culvert, and repair pavement and concrete damage.
  • $9.1 million to Caltrans for I-5, I-8, I-15, SR-54, SR-67, SR-78, SR-79, SR-94, SR-125, and I-805 at various locations to grind and replace damaged pavement portions with Hot Mix Asphalt (HMA) to repair damaged pavement.
  • $150,000 to the city of Imperial Beach on Palm Avenue between 13th Street and Rainbow Drive for active transportation improvements including Class IV bike lanes, crosswalks, curb extensions, street trees, lighting, transit islands, and ADA curb ramps and sidewalks.
  • $1.1 million to the Imperial County Transportation Commission (ICTC) for the city of El Centro East Mail Street/Even Hewes Highway Rehabilitation Project from Dogwood Road to Eastern City Limits.
  • $1 million to ICTC for the city of El Centro for the Evan Hewes Highway Rehabilitation Project from eastern El Centro to State Route.  The project improvements include the grinding of an existing deteriorated pavement layer, crack sealing, pre-leveling course of asphalt concrete, and asphalt concrete overlay with a geosynthetic interlayer fabric.

  • $10.75 million, which includes $9.5 million in federal IIJA funding, for a project on State Route 241 (SR-241) near Anaheim to reconstruct fire damaged timber wildlife escape ramps with steel soldier pile retaining walls, replace chain link fencing, and upgrade guardrail from wood to steel posts.
  • $1.4 million, which includes $1.25 million in federal IIJA funding, for a project on SR-1 in Laguna Beach to improve safety by modifying existing signals, adding safety lighting, adding protected left-turn signal heads, and upgrading facilities to Americans with Disabilities Act standards.
  • $1.14 million for a project on SR-22 to construct auxiliary lane and modify exit ramp between Valley View Street and Springdale Street in Garden Grove.

The IIJA, also known as the “Bipartisan Infrastructure Law,” is a once-in-a-generation investment in our nation's infrastructure to improve the sustainability and resiliency of our energy, water, broadband and transportation systems. California has received more than $22 billion since the IIJA’s passage in November 2021.

SB 1 provides $5 billion in transportation funding annually that is shared equally between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds, including projects that are partially funded by SB 1.
