California Allocates More Than $2.2 Billion for Transportation Infrastructure

San José — The California Transportation Commission (CTC) allocated more than $2.2 billion to repair and improve transportation infrastructure throughout the state at its August meeting. The allocation includes more than $1.6 billion in funding from the federal Infrastructure Investment and Jobs Act of 2021 (IIJA) and nearly $336 million in funding from Senate Bill (SB) 1, the Road Repair and Accountability Act of 2017.

  • Approximately $9.6M toward pavement and roadway improvements along U.S. 101 from Fortuna to Alton in Humboldt County. The $9.6 million allocation includes more than $8.7 million in federal IIJA funding.
  • Approximately $22.4M toward improvements on Route 36 at Hely Creek Bridge, Little Larabee Creek Bridge and Butte Creek Bridge near Bridgeville in Humboldt County. The $22.4 million allocation includes more than $19.9 million in federal IIJA funding.
  • Approximately $7.8M toward the construction of a retaining wall and roadway improvements on Route 96 near Weitchpec in Humboldt County. The $7.8 million allocation includes more than $7 million in federal IIJA funding.
  • Approximately $7.5M toward roadway and sidewalk improvements in Humboldt County along U.S. 101 in Eureka from McCullen Avenue to Commercial Street and the installation of fiber optic communications from traffic signals to the Caltrans District 1 Office.   • Approximately $5.4M toward storm damage roadway repairs and the construction of retaining walls at four locations on Route 169 between Pecwan and Weitchpec in Humboldt County. The $5.4 million allocation includes more than $4.8 million in federal IIJA funding.
  • Approximately $6.7M toward the construction of a bridge for fish-passage improvements along Route 254 from south of Maple Hills Road near Phillipsville in Humboldt County. The $6.7 million allocation includes more than $5.9 million in federal IIJA funding.
  • Approximately $32M toward roadway improvements and the construction of retaining walls along Route 299 near Willow Creek from East Fork Bridge to east of Cedar Creek Road in Humboldt County. The $32 million allocation includes more than $28 million in federal IIJA funding.
  • Approximately $616K in support allocations toward roadway, drainage and guardrail upgrades near Albion north of Route 128 to south of Navarro Ridge Road in Mendocino County.

  • Modoc 139 Drainage (Near Camby just north of Howards Gulch Bridge to just south of Clear Lake Road at various locations in Modoc County): Improve drainage facilities by repairing or replacing culverts to prevent flooding and roadway damage. 
  • Burney CAPM (Near Burney 2.5 miles east of Carberry Flat Road to just east of Burney Mtn Power Road in Shasta County): Rehabilitate pavement, upgrade guardrail, improve drainage, reconstruct sidewalks, and make curbs ADA compliant. Total IIJA amount: $17.9M
  • Tidy Waters (Near Douglas City, at various locations just east of Lewiston Road to just west of the Shasta County line in Trinity County): Rehabilitate culverts, develop disposal sites, and install guardrail.
  • Horse Gulch Curve (Near Red Bluff, 3 miles west of Salt Creek Bridge in Tehama County): Realign curve, widen shoulders, and upgrade guardrail.
  • Crescent Mills CAPM (Near Greenville, north of Indian Falls Road to south of Hot Springs Road, also from Mill Street to just north of Mills Street in Plumas County): Rehabilitate pavement, upgrade guardrail, replace TMS elements and signs, rehabilitate drainage systems, and construct a Maintenance Vehicle Pullout.
  • Thomes Creek Bridge MTCE (Near Corning, at Thomes Creek Bridge in Tehama County): Apply polyester concrete overlay to bridge deck, replace joint seals, repair unsound concrete, and upgrade guardrail.
  • Dibble Creek CAPM (Near Red Bluff, from east of Salt Creek Bridge to Baker Road in Tehama County): Rehabilitate pavement, upgrade guardrail and signs, add lighting, and rehabilitate drainage systems.
  • SB Cottonwood Scales (Near Red Bluff from 1.8 miles north of Snively Road Overcrossing to just north of Bowman Road Overcrossing in Tehama County): Upgrade southbound Cottonwood Commercial Vehicle Enforcement Facility to bring the facility to current building standards and to be able to perform needed inspections and enforcement activities. Total IIJA amount: $22.8M.

District: 3 - Butte, Colusa, El Dorado, Glenn, Nevada, Placer, Sacramento, Sierra, Sutter, Yolo and Yuba counties

  • $266.7 million for a project on Interstate 80 and U.S. Highway 50 near West Sacramento in Yolo County that will rehabilitate the roadway by placing a Continuous Reinforced Concrete Pavement (CRCP) overlay, rehabilitate ramps and bridge decks and upgrade median barriers to current standards, among other improvements. The $266.7 million allocation includes more than $244 million in federal IIJA funding.
  • $36.2 million for a project on State Route 70 near Paradise in Butte County that will restore and repair damaged roadway by raising the vertical alignment approximately 5 feet, protect the embankment against future flooding by constructing a soldier pile retaining wall, replace Bear Creek Bridge and construct concrete barriers. The $36.2 million allocation includes more than $32 million in federal IIJA funding.
  • $19.3 million for a project on State Route 12 in Sacramento and Solano counties to repair and upgrade electrical, mechanical and structural components of the Rio Vista Bridge. The $19.3 million allocation includes more than $17 million in federal IIJA funding.

District: 4 - Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, Solano and Sonoma counties

Alameda

  • $27.7M to construct new District 4 Materials Lab in Livermore, at eastbound offramp to Isabel Avenue Lab, to replace obsolete facility closed March 15.
  • $20.4M to rehabilitate pavement and upgrade curb ramps to ADA standards In San Leandro, from Fairmont Drive to Farrely Drive; also, on Route 112 from Doolittle Drive to East 14th Street/Route 185. The $20.4 million allocation includes more than $18.1M in federal IIJA funding.
  • $11M to upgrade bridge rails with concrete barriers, replace joint seals, refinish concrete deck with polyester concrete overlay, and install sign structures, chain link fence, trash capture devices, and guardrails at overcrossings in Hayward, San Leandro, and Oakland.
  • $4.5M to upgrade curb ramps, driveways, and sidewalks to ADA standards in Oakland from 55th Avenue to 50th Avenue. The $4.5M allocation includes almost$4M in federal IIJA funding.
  • $3.2M to install new, and upgrade existing, advance warning signs to make them standard in Alameda and Contra Costa Counties, on various routes and locations.
  • $2.4M to upgrade curb ramps and repair sidewalks to meet ADA standards from Domingo Ave. to Mabel Street in Berkeley. The $2.4M allocation includes more than

Alameda/Contra Costa

  • $10.1M to Install Rectangular Rapid Flashing Beacons (RRFBs) to enhance pedestrian safety at ramp terminal and uncontrolled pedestrian crossings on Routes 13, 24, 580, 680, and 880 at various locations; also in Contra Costa County, on Routes 4, 24, 80, 160, 580, and 680 at various locations. The $10.1M allocation includes more than $9.1M in federal IIJA funding.
  • $4.8M to install High Friction Surface Treatment and Open Graded Friction Course in Alameda County, on Routes 80 and 880 and in Contra Costa County on Routes 24 and 680. The $4.8M allocation includes more than $4.4M in federal IIJA funding.
  • $3.9M to install new, and upgrade, existing advance warning signs to make standard at various locations in Alameda and Contra Costa counties. The $3.9M allocation includes more than $3.5M in federal IIJA funding.

Contra Costa 

  • $75.8M to rehabilitate roadway by replacing pavement with Plain Jointed Concrete Pavement and asphalt concrete in and near Hercules, Rodeo, and Crocket from Route 4 to the Carquinez Bridge. The $75.8M allocation includes more than $67.1M in federal IIJA funding.
  • $16.1M to upgrade guardrails to make standard in and near Hercules, Martinez, and Concord, at various locations from Route 80 to 0.03 miles east of Bailey Road. The $16.1M allocation includes more than $14.5M in federal IIJA funding.
  • $6.2M to seismically retrofit bridge columns with steel casings, repair bridge deck, apply polyester concrete overlay, replace approach slab, repair sidewalk, and upgrade pedestrian overcrossings in Orinda, at St. Stephens Drive Overcrossing. The $6.2M allocation includes more than $6.1M in federal IIJA funding.

Marin 

  • $1.5M to rehabilitate water and waste system. The $1.5M allocation includes
    $1.5M in federal IIJA funding.
  • $400k to repair slip outs by cutting back slopes and placing erosion control near San Rafael, at 0.5 mile north of Miller Creek.

Napa

  • $5.8M to rehabilitate pavement, upgrade signs and guardrail, rehabilitate drainage systems, upgrade facilities to ADA standards, and construct sidewalks, high visibility crosswalks, curb ramps, Class 2 and 4 bike lanes, passive bicycle detection, transit islands, and green bikeway markings as complete street element in and near the city of Napa, from Route 29 to north of Vichy Avenue.
  • $2.4M to replace bridge near Rutherford, at Hopper Slough Bridge.
  • $1.9M to repair storm damaged slopes at two locations with Rock Slope Protection and restore ditches near the city of Napa, from 1.2 miles to 0.7 mile west of the Solano County line. The $1.9M allocation includes more than $1.7M in federal IIJA funding.
  • $1.4M for environmental mitigation and plant establishment for rehabilitation bridge project near Napa, at Capell Creek Bridge.
  • $1.2M to stabilize storm damaged embankment near Calistoga, at 2.5 miles south of Lake County line.

San Mateo 

  • $12.4M to upgrade bridge rails at seven structures in East Palo Alto, Redwood City, San Mateo, Millbrae, and South San Francisco, from University Avenue Overcrossing to Sierra Point offramp separation. The $12.4M allocation includes more than $12.1M in federal IIJA funding.
  • $1.7M to restore slope washout by constructing a sheet pile wall and upgrading the drainage system near Half Moon Bay, at 1.1 miles north of Santa Cruz County line.

Santa Clara 

  • $62.1M to rehabilitate roadway by grinding and replacing roadway, upgrade concrete barrier, replace damaged slabs with rapid set concrete, upgrade existing electrical systems, repair areas of settlement by injecting polyurethane, upgrade guardrails and drainage, install shoulder strip rumblings, and upgrade traffic signs in San Jose, from Route 85 to West Julian Street. The $62.1M allocation includes more than $54.9M in federal IIJA funding.
  • $12.5M to construct permanent Full Trash Capture devices to achieve statewide National Pollutant Discharge Elimination System for trash capture in San Jose, on Routes 82, 85, 87, 101, 680, and 880 at various locations.
  • $1.5M for landscaping and biological mitigation near Fairfield, at Suisun Creek Bridge.
  • $3.1M to apply polyester concrete overlay to bridge decks and approach slabs in Mountain View, Sunnyvale, and Milpitas, at Stevens Creek Bridge, North Mathilda Avenue Overcrossing, Fair Oaks Avenue Overcrossing, and Coyote Creek Bridge.

Solano 

  • $2.3M to upgrade the existing fender systems, concrete ramps, and swing gate systems, modify the ferry boat deck surface, and install traffic counter and Vehicle Detection Systems near Rio Vista, at the Cache Slough Ferry.
  • $1.5M for landscaping and biological mitigation near Fairfield, at Suisun Creek Bridge.

Sonoma

  • $31M to rehabilitate pavement, upgrade guardrail to make standard, and upgrade curb ramps to ADA standards in and near Santa Rosa, from Llano Road to Farmers Lane. The $31M allocation includes more than $27.4M in federal IIJA funding.
  • $1.7M to install traffic signal at the intersection of Boas Drive in Santa Rosa.
  • $230k for stormwater mitigation concerning project near Carmet, from 0.1 mile to 0.7 mile north of Calle Del Sol. The $230k allocation includes $204k in federal IIJA funding.

District: 5 - Santa Barbara, San Luis Obispo, Monterey, San Benito and Santa Cruz counties

  • $46 million including more than $40 million in federal IIJA funding to rehabilitate the pavement and improve the ride quality and safety on US 101 in Monterey County near Prunedale, from just north of Boronda Road to north of Crazy Horse Canyon Road; and south of the San Benito County line. This project includes upgrades to median barrier and guardrail, and repairs to the drainage system.
  • $25 million including more than $22 million in federal IIJA funding to replace the San Jose Creek Bridge on US 101 in Goleta near State Route 217 in Santa Barbara County.
  • $61 million including more than $55 million in federal IIJA funding to remove and replace the pavement on US 101 near Gaviota in Santa Barbara County, from south of the Gaviota Beach State Park to Old Coast Highway.
  • $550,000 in federal IIJA funding to improve the water pressure at the Gaviota Safety Roadside Rest Areas on US 101 in Santa Barbara County. This allocation will allow for the installation of a new water line between the northbound and southbound facilities.
  • $12.6 million including more than $11 million in federal IIJA funding to construct sidehill viaducts along State Route 9 in and near the City of Santa Cruz, north of Vernon Street; and south of Glengarry Road. This project will restore the roadway and provide erosion control.
  • $3.8 million including more than $3.4 million in federal IIJA funding to construct Americans with Disabilities Act (ADA) improvements along State Route 152 near Watsonville, from east of Beverly Drive to Holohan Road/College Road. This project includes an ADA accessible pathway, concrete barrier, retaining wall, curb, gutter and sidewalks.
  • $14.7 million including more than $13 million in federal IIJA funding for pavement improvements and upgrades compliant with the Americans with Disabilities Act (ADA). This project will improve curb ramps in/near Pismo Beach, from Gracia Way to the North Pismo Beach (Route 101/Route 1) separation. This project also includes widening the shoulders and constructing bike lanes as complete streets elements.

District: 6 - Kings, Tulare, Fresno, Madera and Kern counties

  • Roadway Rehabilitation Project on State Route 41 in Madera County: $21.5 million allocated to project that will rehabilitate roadway by resurfacing pavement, widening shoulders and bridge, and reconstructing culverts near Fresno, from 0.1 miles north of Avenue 15 to 0.1 miles south of State Route 145. The $21.5 million allocation includes over $19 million in federal IIJA funding.

District: 7 - Los Angeles and Ventura counties

Grind and overlay pavement, upgrade curb ramps, reconstruct curb and gutter, construct bus pads and bicycle and intersection improvements as complete streets elements and relocate nine signal poles: The $31 million allocation includes $27.5 million in federal IIJA funding.
  • In Los Angeles County, at various locations: on Interstate 605 from Orange County line to 0.1 mile north of Telegraph Road and on State Route 91 from 0.2 mile west of I-605 to I-605. Rehabilitate pavement by full structural section replacement and damaged slab replacement, grind and overlay asphalt on shoulders and ramps, and apply High Friction Surface Treatment (HFST) on ramps and connectors. The $54.7 million allocation includes more than $50 million in federal IIJA funding.
  • In Ventura County, at various locations: on U.S. Highway 101, State Route 34 and State Route 150. Construct and install stormwater treatment Best Management Practices, including biofiltration swales, gross solid removal devices and Austin Vault Sand Filters to reduce the amount of trash deposited into the Ventura River Estuary, Revolon Slough, and Beardsley Wash: The $7.6 million allocation includes more than $6.7 million in federal IIJA funding.
  • In Los Angeles, Carson, Compton, Long Beach, Bellflower, Cerritos, and Artesia: from Interstate 110 to Orange County line and on State Route 2, Interstate 5, and Interstate 405. Upgrade existing Transportation Management System (TMS) elements to improve traffic monitoring, data transmission, and network connectivity, including the various communication hubs on SR-2, I-5, and I-405: The $20 million allocation includes more than $18 million in federal IIJA funding.  
  • In Santa Fe Springs, Downey, and Commerce: from south of Interstate 5 to north of Atlantic Boulevard. Rehabilitate pavement using concrete slab replacement and overlay with asphalt, retrofit overhead sign structures, upgrade drainage system, and upgrade facilities to Americans with Disabilities Act (ADA) standards: The $28 million allocation includes more than $25.6 million in federal IIJA funding.

District: 8

  • $9.51 million to rehabilitate bridges on SR-74 near Lake Elsinore at Morrill Canyon Bridge and near Hemet at Strawberry Creek Bridge in Riverside County.
  • $248 million to rehabilitate roadways, shoulders, and ramps on I-10 near Blythe to Arizona state line.
  • $2.38 million to improve safety and reduce wrong way collisions at various locations on SR-60 and I-215 in the Riverside County area.
  • $3.44 million to improve safety on existing bike lanes on SR-83 in Chino and Ontario from Chino Ave to I-10.
  • $23.86 million to construct new southbound weigh station and truck safety inspection facility in the Cajon Pass and close the existing southbound Cajon Truck scale facility on the I-15.
  • $26.68 million to regrade and flatten median cross slopes on I-40 from Fort Cady Rd to Crucero Rd.
  • $5.1 million to construct solider pile wall, replace guardrail with concrete barrier and upgrade drainage system on SR-189.
  • $602,000 to install traffic signals and realign Cajon Blvd, widen southbound offramps and add left turn lane, and construct curb ramps on SR-138.

District: 9 - Inyo, Kern and Mono counties

  • Conway Ranch Shoulders - This project in Mono County on U.S. 395 near the town of Lee Vining from the junction of State Route 167 to .4 mile north of Conway Ranch Road has been allocated $7.2 million for the construction phase which includes $6.5 million in federal IIJA funding. The project will widen shoulders, install shoulder rumble strip, correct a compound curve and improve a chain control area. This project is designed to reduce the number and severity of collisions.
  • Fish Springs Pavement - This Senate Bill 1 (SB 1) funded project is located on U.S. 395 in Inyo County near the town of Big Pine and will rehabilitate 37.3 lane miles of pavement, install Transportation Management System (TMS) elements and upgrade lighting, guardrail and facilities to Americans with Disabilities Act (ADA) standards. This project has been allocated $2.1 million for the next two phases: Plans, Specifications and Engineering and Right of Way support.
  • Keene Pavement - This Senate Bill 1 (SB 1) funded project is located on State Route 58 in Kern County near the town of Tehachapi from east of Bealville Road to 3.4 miles east of Broome Road and will rehabilitate 44.8 lane miles of pavement, install Transportation Management System (TMS) elements, and upgrade lighting, median barrier, guardrail, bridge railing. This project will also rehabilitate drainage systems.This project has been allocated $4.2 million in funding for the Plans, Specifications and Engineering and Right of Way support phases.
  • Caltrans Maintenance Station - This project will be located in Tehachapi at Mill Street and will replace the aging, undersized maintenance facility currently on State Route 202. This project has received $20.3 million in construction and capital allocation.

District: 10 - Alpine, Amador, Calaveras, Mariposa, Merced, San Joaquin, Stanislaus and Tuolumne counties

  • A pavement rehabilitation project that will preserve and extend pavement service life and improve ride quality and safety on State Route 140 near the communities of Mariposa and El Portal from East Whitlock Road to the Yosemite National Park entrance, covering approximately 50 lane miles, received $27.1 million. The allocation includes more than $24 million in federal IIJA funding.
  • A project that will update guardrails to current standards at various locations, thus reducing the number and severity of collisions, received more than $6.35 million, including $6.25 million in federal IIJA funding. The locations are in Tuolumne County, from Sonora to Dardenelle, also on State Route 49 in Sonora; and State Route 120 near Chinese Camp; and in Stanislaus County on Route 108 in and near Riverbank to State Route 120 near Oakdale.
  • The Bret Harte Elementary Safe Crossing and Active Transportation Connectivity Project will provide an interactive bicycle safety, education, and awareness campaign, as well as bicycle rodeos, demonstration projects to allow the community to test/pilot design concepts, provide helmets at no charge to students and children in the project area, and encourage “Walk/Bike to School Month,” with prizes for participants. The $22,000 project is fully funded with federal IIJA funds.

District: 11 - San Diego and Imperial counties

  • $550,000 for bridge deck preservation at the Interstate 5 (I-5)/Palomar Street overcrossing, the I-5/State Route 163 separation, and the I-5/De Anza off-ramp/undercrossing.
  • $440,000 for bridge deck preservation of the State Route 125/Panorama Drive undercrossing and the San Diego River-Hollins Lake Bridge.
  • $148,000 for the City of National City for Central Community Mobility Enhancements located on L Avenue, from 30th Street to 16th Street, N Avenue from 16th Street to Plaza Boulevard, and M Avenue from Plaza Boulevard to 4th Street. The project will implement a north-south bicycle boulevard, close a sidewalk gap and provide pedestrian enhancements.
  • $1.66 million to the San Diego Association of Governments (SANDAG) for the Regional Transportation Improvement Plan 2022-23.
  • $4.45 million in Infrastructure Investment and Jobs Act (IIJA) federal funding to SANDAG for the Imperial Avenue Bikeway Project. The 3.1-mile route includes buffered and protected bikeways, pedestrian improvements and traffic calming improvements, and runs along Imperial Avenue from 21st Street to 47th Street in the City of San Diego.

District: 12

  • $32.5 million for a project in the Cities of Santa Ana, Tustin, Irvine, Costa Mesa, Laguna Niguel, and Anaheim on various routes to rehabilitate pavement and replace asphalt at 16 connectors, two ramps, and one freeway segment.
  • $13.6 million for a project on State Route 1 (Pacific Coast Highway) in Newport Beach, from Jamboree Road to the Santa Ana River Bridge to rehabilitate pavement and upgrade facilities to Americans with Disabilities Act standards.
  • $6.1 million for a project on SR-57 near Brea, at the Tonner Canyon off-ramp to construct a new detention basin to reduce trash flowing to the San Gabriel-Coyote Creek watershed.
  • $1.8 million for a project on SR-22 in the Cities of Orange and Santa Ana, from east of Parker Street to east of Cambridge Street to restripe lanes to improve merging, extend auxiliary lanes, add and upgrade signs, and add safety lighting.
  • $360,000 for a project on Interstate 5 in the Cities of Anaheim, Fullerton, and Buena Park, from Orangewood Avenue to south of Artesia Boulevard to refresh and add new pavement delineation and install pavement markers at exit ramps to prevent wrong-way driving.

The CTC also adopted the 2022 California Transportation Asset Management Plan at the meeting. The plan lays out the needs and investment strategies for Caltrans and its partner agencies to maintain the state’s highway infrastructure – including pavement, bridges and other assets – over the next decade. California’s plan was the first in the nation to be certified by the Federal Highway Administration. The CTC’s adoption finalizes the plan.

SB 1 provides $5 billion in transportation funding annually that is shared equally between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds, including projects that are partially funded by SB 1.
