State Route 1, State Route 41, and Main Street Intersection Improvement Project

Upcoming Public Meeting on Thursday, November 12, 2026 from 5:15PM to 7:15PM at Morro Bay High School at 235 Atascadero Road, Morro Bay, CA 93442.

Project Description

The California Department of Transportation (Caltrans) in cooperation with the San Luis Obispo Council of Governments (SLOCOG) proposes to convert the two existing intersections at the conjunction of the State Route 1 northbound ramps, State Route 41, and Main Street into a six leg, single-lane roundabout in the city of Morro Bay to address traffic operational deficiencies and improve multimodal access. The project would include the following frontage improvements:

Sidewalk and driveway modifications and installation of new landscaped areas along Main Street on the southern end of the project.

Construction of a shared-use path, construction of driveway modifications, and installation of landscaping at the USA Gas Station parcel.

Construction of a shared-use path, construction of driveway and sidewalk modifications, and installation of landscaping at the Morro Bay Propane and U-Haul parcel at the northeast corner of the intersection.

Project Benefits

Purpose

The purpose of the project is to improve the State Route 1 northbound ramps, State Route 41, and Main Street intersections to address traffic operational deficiencies and improve multimodal access.

Need

The intersections of the State Route 1 northbound ramps, State Route 41, and Main Street have been identified as operationally deficient at certain times of the day and year, where queuing in four legs of the intersection exceeds the available storage.

Traffic patterns at the State Route 1 northbound ramps, State Route 41, and Main Street intersections are challenging to navigate, especially for vulnerable road users, like the disabled, elderly, and Morro Bay High School students. Vehicles on the northbound off-ramp and northbound Main Street legs during the AM peak are delayed in trying to find gaps in vehicular and pedestrian traffic to make left turns to reach their destination. The conflicts in all directions of travel lead to operational challenges and extended delays. Those delays also lead to traveler delays on other legs of the intersection.
