California Freight Mobility Plan 2027

The 2027 California Freight Mobility Plan (CFMP) is California’s long-range statewide plan that governs immediate and long-range freight planning activities and capital investments. Chapter 49 of the United States Code, Section 70202, requires the state to update the CFMP every four years to obligate National Highway Freight Program (NHFP) funds (the federal portion of the Trade Corridors Enhancement Program). California Government Code (GOV) §13978.8 requires the California State Transportation Agency (CalSTA) to prepare and update the CFMP.
