Roadway Pricing

The Roadway Pricing Office works to advance priced managed lane, congestion pricing, toll road, and toll bridge projects to improve management of the State Highway System, maximize person throughput, and increase travel choices for all Californians. Pricing the State Highway System is critical to achieving California’s ambitious vehicle miles traveled and greenhouse gas reduction targets. The Caltrans Roadway Pricing Office works with other state departments, regional and local agencies, and tolling authorities to streamline the planning and delivery of roadway pricing projects and increase the benefits those projects provide to the traveling public.

Southern California Mobility Wallet Project

Caltrans in partnership with LA Metro are working together to deploy new seamless payment technologies across highway and transit services for Los Angeles County residents. The project area includes regions of persistent poverty and disadvantage communities, but the results will benefit all Californians.

An element of the project is a joint Tolling Technology Payment Acceptance Market Sounding. Through this initiative, we seek insights from a wide range of industry participants including established tolling operators, payment providers, mobility platforms, automotive and in-car technology firms, and global innovators. A background document provides additional context on the roadway pricing ecosystem in California, recent tolling technology and governance trends, and questions that Caltrans and LA Metro are interested in exploring further.

The Caltrans Roadway Pricing Office is currently developing a Roadway Pricing Strategic Plan which will serve as a roadmap for the office’s work moving forward. The plan will summarize the existing funding and policy framework for roadway pricing, detail short-term actions to advance roadway pricing projects currently in development and outline long-term recommendations to ensure a robust and connected statewide roadway pricing project. The Roadway Pricing Office convenes the State Roadway Pricing Working Group (SRPWG) to improve coordination between state, regional, and local agencies, and advocacy organizations working on roadway pricing.
