Carbon Reduction Strategy

Background

IIJA requires Caltrans, in partnership with the Metropolitan Planning Organizations (MPOs), to develop a Carbon Reduction Strategy (CRS) and submit it to the Federal Highway Administration for approval by November 2023. IIJA requires the Carbon Reduction Strategy to outline how California will spend its CRP dollars on reducing transportation carbon emissions. California's CRS focuses on the "Three Pillars": zero-emission vehicles and infrastructure, active transportation, and rail and transit. All CRP funds must be spent in support of the Three Pillars.

Final Carbon Reduction Strategy

The Carbon Reduction Strategy is a planning document that guides the investment of Local and State CRP dollars. Caltrans developed and published the draft strategy in July 2023. Public comments were accepted through August 18, 2023. Weekly virtual office hours were held during the comment period. FHWA final review and approval was completed in February 2024.

Virtual Stakeholder Workshops

Caltrans held virtual stakeholder workshops in May to gather input on the content in the draft Strategy. The workshops were regionally structured, highlighting carbon-reducing projects in different parts of the state. Input from these workshops will be incorporated into the draft Strategy.
