State CRP SHOPP Managed Lanes
Background
California’s State CRP funds will be programmed through the State Highway Operations and Protection Program (SHOPP) on projects that convert existing lanes to priced managed lanes. Priced managed lane conversion projects support the Three Pillars and Caltrans’ climate and equity goals by reducing VMT, reducing carbon emissions, reducing impacts on adjacent communities, and generating revenue that can be reinvested in other low-carbon transportation projects. The California Air Resources Board Scoping Plan indicates that 27-37% of the VMT reduction needed to reach carbon net neutrality will come from roadway pricing. The projects funded by State CRP through the SHOPP are intended to demonstrate the potential of managed lanes conversion projects in supporting a sustainable and equitable multimodal transportation system.
$195 million, combining all five years of Infrastructure Investment and Jobs Act (IIJA) State CRP funds and non-federal match, is available for the CRP SHOPP managed lanes conversion projects. Projects must be eligible under the SHOPP Guidelines and the CRP SHOPP Managed Lanes Guidance (linked below). The funds are available for PAED, PS&E, ROW, and CON, with priority given to projects seeking capital funds.
Process
Caltrans issued a call for proposals via email on September 5, 2023 to the 12 Caltrans districts. MPOs, RTPAs, tribal nations, and tolling authorities were encouraged to work with their District to identify eligible projects and complete the proposal forms. A multidisciplinary scoring team then prioritized the proposals based on the scoring criteria. Each project recommended to receive CRP SHOPP Managed Lanes funds will be proposed as a SHOPP amendment at the California Transportation Commission meeting when ready based on the project’s schedule and funding plan.Proposal Guidance and Form
