The state policies, directives, and legislation below support efforts to improve mobility, advance sustainability, and shape a transportation system that serves people across California.
- Complete Streets Action Plan (PDF): The Complete Streets Action Plan identifies high-priority efforts at Caltrans to implement the Director's Policy for Complete Streets (DP-37) over a 2-year period. The 25-26 CSAP tracks both policy-related actions at the HQ level as well as a snapshot of on-the-ground projects under development across the state. The plan sunsetted in December 2025.
- Climate Action Plan for Transportation Infrastructure (CAPTI 2.0): Outlines strategies and actions that will advance more sustainable and healthy modes of transportation, such as walking, biking, transit, and rail, as well as accelerate the transition to zero-emission vehicle (ZEV) technology.
