Caltrans Completes SR-118 Arroyo Simi Bridge Safety Barrier Project in Moorpark

MOORPARK — Caltrans has completed a critical safety improvement project along State Route 118 (SR-118) in Ventura County, bringing enhanced protections to the Arroyo Simi Overhead Bridge in the city of Moorpark. Spanning approximately a half mile, the SR-118 Arroyo Simi Safety Barrier Project added more than 6,400 linear feet of fencing along both the northbound and southbound sides of the bridge. The new system is intended to provide a physical deterrent to individuals in crisis.

“This project reflects our commitment to improving safety on California’s transportation system while supporting the well-being of our communities,” said Caltrans District 7 Director, Gloria Roberts. “By combining infrastructure improvements with awareness efforts, we aim to reduce the risk of tragedies and provide a safer environment.”

The project was developed in response to longstanding community concerns. Since 1994, more than 20 suicide attempts or fatalities have been reported at the Arroyo Simi Overhead Bridge, with a significant increase occurring after 2009. Local residents, along with the city of Moorpark and Ventura County stakeholders, advocated for preventive measures to address the issue.

“The city appreciates and sincerely thanks Caltrans for completing this long-awaited project,” said Chris Enegren, Mayor of Moorpark. “Public safety takes many forms, and these safety barriers represent an important investment in protecting our community.”

Caltrans collaborated with public safety agencies, including the California Highway Patrol and Ventura County Sheriff’s Department, as well as mental health professionals, to identify effective strategies. In 2017, Caltrans engaged with organizations such as Didi Hirsch Mental Health Services to inform the design of prevention efforts. Earlier measures included the installation of bilingual suicide prevention signage along the overpass in 2018. Other collaborators included the Ventura County Transportation Commission, and local advocates.

“The California Highway Patrol is committed to ensuring the safety of the public, the individual involved, and on-scene emergency personnel while interacting with a person in crisis. This safety barrier helps accomplish all three of these safety priorities,” said CHP Moorpark Area Captain, Heather Hoglund.

Construction began in October 2025 and was completed in July 2026. About 5.6 million was invested in the design and construction of the Arroyo Simi Safety Fence Project, supporting both infrastructure improvements and long-term safety enhancements along the SR-118 corridor.
