Pavement Rehabilitation Project to Begin On State Route 118 (Los Angeles Avenue) in Moorpark

Moorpark: Caltrans will begin a pavement rehabilitation project on State Route 118 (Los Angeles Avenue) from Montair Drive to Spring Road in Moorpark on Thursday, June 19.

 

The first several weeks of construction will be on curb ramps and will occur weekdays from as early as 7 a.m. to as late as 3 p.m. Work will occur on the shoulders of Los Angeles Avenue and no traffic lanes will be blocked. Pedestrian walkways may be impacted, but temporary pedestrian access detours will be provided.    

 

Later in the project resurfacing of the roadway is expected to occur during weekday overnights to minimize the impact of lane closures to local traffic and businesses. Specific dates, times and lane closures will be shared at that time. At least one lane will remain open in each direction at all times during night work.

 

Repaving is expected to take approximately three weeks. Local residents and businesses should expect that overnight construction will be noisy, but the noise level will not exceed 86 dBA at 50 feet from the job site from 9:00 p.m. to 6:00 a.m. Each individual section of roadway that is progressively repaved will be demolished, repaved and reopened to traffic in one night of work. Caltrans will monitor and adjust signal timing during construction to minimize queuing at intersections.

 

State Route 118 (Los Angeles Avenue) is a heavily traveled conventional state highway and arterial route for the city of Moorpark and surrounding areas that carries a high volume of truck traffic and is in need of pavement rehabilitation. The parameters of the project are Los Angeles Avenue from Montair Drive to Spring Road.

 

This project will cold-plane and overlay the existing asphalt concrete, reconstruct pavement with Jointed Plain Concrete Pavement (JPCP), and replace loop detectors at multiple intersections. The following infrastructure will be upgraded to current standards: Metal Beam Guardrail (MBGR); traffic signal equipment; roadside signs; and curb ramps (to Americans with Disabilities Act {ADA} standards).

 

The work will include cold plane and overlay of the mainline lanes and shoulder on Los Angeles Avenue between Montair Drive and Spring Road, re-paving of approaching lanes, and installation of new signal poles at six intersections. 31 curb ramps will be upgraded to ADA standards. The following infrastructure will be installed: 2,785 linear feet of new guardrail; 46 Accessible Pedestrian Signals and touch-free pedestrian push buttons; 705 linear feet of new sidewalk; and two Traffic Census Count Stations.

 

The total project cost is $29.4 million, and work is expected to conclude in the fall of 2027. The contractor for the project is C.A. Rasmussen.
