Los Angeles – The California Department of Transportation (Caltrans) will hold a virtual public meeting at 1 p.m. Monday, May 12, for two pavement rehabilitation projects and to share a draft of the Pacific Coast Highway (PCH/State Route 1) Master Plan Feasibility Study.

Draft PCH Master Plan Feasibility Study

Caltrans staff will present the Draft PCH Master Plan Feasibility Study, which is in the 60-day public review.

 

The Study focuses on about 21 miles of PCH in Malibu to identify transportation improvements that will address safety for all users, with an emphasis on supporting multimodal travel options for pedestrians, bicyclists and transit. Caltrans developed the study using community input from six workshops held with residents, businesses and stakeholders from July through September 2024 to identify safety measures on PCH.  

 

The public has until June 9 to provide comment on the Draft PCH Master Plan Feasibility Study, either by attending a meeting or through the Caltrans Engagement Portal at engage.dot.ca.gov/f1336.

 

Pavement Rehabilitation Projects

 

The meeting will begin with a presentation on two PCH Pavement Rehabilitation Projects planned in Santa Monica, Los Angeles and Malibu. The goal of these projects is to extend the service life of the pavement and improve ride quality for motorists on PCH from Santa Monica to the Los Angeles/Ventura county line.

 

The first segment for pavement rehabilitation is an estimated $72 million project between the McClure Tunnel in Santa Monica to just south of Cross Creek Road in Malibu. It is also a Complete Streets project, meaning the scope aims to increase safety and mobility features for cyclists, pedestrians and motorists to share the road. Construction is expected to begin in summer 2027 and be completed by summer 2029.

 

The second segment is an estimated $43 million project between Cross Creek Road and the Los Angeles County/Ventura County line in Malibu. This project also will incorporate Complete Streets elements. Construction is expected to begin in summer 2026 and be completed by summer 2028.

Both pavement projects seek to make the following improvements on PCH:

·      Rehabilitate pavement

·      Upgrade existing ADA Curb Ramps and existing guardrail system

·      Improve lighting at various points for pedestrians

·      New sidewalks at multiple bus stop locations

·      Update signage

·      Class II bike lanes and striping at various locations

·      Pedestrian warning signs
