Pavement and Slab Replacement Project on the Foothill Freeway (I-210)
Project Description
This project covers a 9.7 mile stretch of I-210 (Foothill Freeway) in the cities of La Cañada-Flintridge, Glendale and Pasadena, and the La Crescenta-Montrose area of Los Angeles County from Dunsmore Ave. undercrossing to North Los Robles Avenue overcrossing. The project rehabilitates pavement, replaces the median barrier, upgrades overhead sign structures and lighting at three tunnels at the interchange of I-210 and SR-134, and installs a high friction surface to improve stopping and traction within the tunnels.

Current Closures
***All closures are weather permitting and subject to change depending on the progress of the work.***
- East to East I-210 split at SR-134 through the fall. Closures are from 10 p.m. to 5 a.m., Monday through Thursday, and 11 p.m. to 6 a.m. Friday.
- Various lanes, ramps, and connectors along I-210 will be closed intermittently Monday through Friday between the hours of 7 p.m. and 6 a.m. Some closures may start and end later. The closure area is I-210 westbound from Walnut Street to Lowell Avenue, and I-210 eastbound from Lowell Avenue to Mountain Street, and I-210/SR-134 split to Lake Avenue. These closures will remain in effect through duration of project.
The following shoulders and on/off-ramps will be repaved as part of this project:
- Westbound I-210
- Windsor Avenue off-ramp
- Lincoln Avenue on/off-ramps, Mountain Street on/off-ramps
- Walnut Street on-ramp, Marengo Avenue off-ramp
- Eastbound I-210
- Arroyo Boulevard on-ramp, Lincoln Ave. on/off-ramps, Mountain St. on/off-ramps, Marengo St. on-ramp

Q: What are the hours, days and times of construction activities?
A: Monday through Friday, each night from 7 p.m. to 6 a.m. Some on/off-ramp and connector closures start and end later (up to 2 p.m. on Saturdays).
Q: Will Caltrans close consecutive on and off-ramps at the same time?
A: Typically, no consecutive ramps will be closed simultaneously, but consecutive closures may be needed under extenuating circumstances for worker safety.
Q: Will all the ramps be closed at the same time?
A: No. Not all ramps are closed at the same time. The contractor requests closures ahead of time in case certain ramps need to be closed to bring in construction equipment, or for emergencies. At least one lane will be open at all times in both directions. Our traffic management center updates closures regularly on the Caltrans QuickMap when crews call in to open or close a ramp.
Q: Why are certain on/off-ramps closed long-term?
A: The long-term ramp closures are needed to repave the roads across the ramps and repair guard rails.
Q: How many days are certain on/off-ramps closed long-term?
A: 45 days, but the on/off-ramp could reopen in as soon as 30 days.
Q: Will detour and closure signs be posted?
A: Yes. Since the start of construction in April 2015, extended closure signs have been posted at the start and end of the construction zone. Signs alerting drivers that there may be temporarily closures are also at every ramp in the construction zone. Message signs with detour and closure information will be posted at various locations around the construction zone during construction hours.
Q: How many miles of lanes are being replaced?
A: 90 lane miles along an approximately 10-mile section of I-210 from Dunsmore Avenue in the La Crescenta area to North Los Robles Avenue in Pasadena.
Q: How many lanes will this project replace?
A: Numbers three and four lanes and shoulders will be replaced with Jointed Plain Concrete Pavement (JPCP) and Precast Jointed Plane Concrete Pavement (PJCP) at the ramp crossings and on-ramp connectors. The distressed slabs in the numbers one and two lanes will be replaced with Individual Precast Slabs (IPS.) All lanes will be smoothed to improve ride quality.
Q: When did the project start?
A: April 2015.
Q: When is the project expected to be complete?
A: Winter 2018.
Q: Will this project install sound walls?
A: No. This is a paving and rehabilitation project. Since the passage of Senate Bill 45, the Los Angeles County Metropolitan Transportation Authority (Metro) is now the agency responsible for noise abatement inquiries and sound wall projects within Los Angeles County. Q: Does the project involve landscaping?
A: A minimum amount of landscaping using drought tolerant foliage will be done when feasible due to the current drought restrictions within California.
Q: Were any trees removed for this project?
A: No. Only trees determined to be diseased were removed for the safety of workers and motorists.
Q: Are you updating the drainage system?
A: Yes, we are installing a new drainage system. The upgrades will meet current Caltrans regulations.
