Caltrans Announces Crosswalk Installation Project on Pacific Coast Highway near Los Angeles/Ventura County Line

Marked crosswalk to be installed in front of Neptune’s Net Restaurant and County Line Beach.

VENTURA COUNTY ― Caltrans announces the start of a crosswalk installation project on Pacific Coast Highway/State Route 1 (PCH) in eastern Ventura County, near Malibu, to enhance pedestrian access to the coast.

“This marked crosswalk on PCH is another step forward towards improving safety and in pedestrian accessibility along State roadways,” said District 7 Director Gloria Roberts.

The $1.5 million project will install a marked crosswalk with pedestrian hybrid beacon signals at postmile (PM) 1.15 — in front of County Line Beach — with flashing warning beacons 800 feet north and south of the crosswalk to ensure pedestrians can safely cross PCH.

“Enhancing safety all along Pacific Coast Highway, particularly near Neptune’s Net, has been a key priority,” said Ventura County Board of Supervisors Chair Jeff Gorell. “I believe this project will save lives by providing a safer crossing for pedestrians and help protect residents, beachgoers, and visitors who enjoy this special coastal destination.”

Work will involve pavement markings, removal and installation of sign posts, and the installation of flashing beacon poles and foundations, flashing beacon assemblies, signal poles and foundations, pedestrian signal heads, conduits, and a utility cabinet.

At least one lane of PCH will be open just south of Tonga Street to a half-mile north of Yerba Buena Road in Ventura County. Dates will be announced ahead of closures.

During lane closures, driveways to homes and businesses will remain accessible. Motorists and community members may expect shoulder and parking restrictions during construction work on the southbound lane of PCH. Signs will be posted in advance of any parking restrictions.

Work hours are scheduled for:

Monday through Friday:

  • 9 a.m. to 3 p.m.
  • 7 p.m. to 6 a.m.

Saturday

12:00 a.m. to 8 a.m.

Motorists are reminded to slow down in the construction work areas and follow the posted speed limits. Closures are weather-permitting and subject to change. Motorists should expect delays and are advised to use alternate routes during construction hours.

POLO Engineering, Inc. of Castaic, California is the contractor for this project. Construction is expected to complete in June 2026.
