Vandenberg Village Pavement Preservation Project (CAPM)

Project Description:

The project is located from post mile 23.0 to post mile 29.891, on State Route 1 between the Vandenberg Space Force Base Main Gate and 0.3 miles north of the Purisima Road, in Santa Barbara County. The primary scope of the project is pavement rehabilitation. The project also includes various asset improvements such as drainage rehabilitation within the project limits.

Mainline and Shoulder Rehabilitation: 

  • Rehabilitate 26.447 lane miles of Class 2 pavement using Capital Preventative Maintenance Strategies 

Culvert and Drainage Rehabilitation

  • Complete three drainage system restorations by using reinforced concrete pipe, headwalls, and rock slope protection areas. 

Signage Upgrades:

  • Replace four signposts and panels (two-post signs) with XI retroreflective sheeting. 

Guardrail Upgrades: 

  • Remove and replace 1,901 linear feet of guardrail with new guardrail system to meet current MASH safety standards. 

Curb Ramps: 

  • 21 curb ramps will be upgraded to conform to American Disability Act (ADA) standards. 

Complete Streets:

  • Install bicycle conflict markings at 4 locations on State Route 1/ Purisima Road
  • Install bicycle conflict markings at 4 locations on State Route 1/ Constellation Road 
  • Widen State Route 1 at three locations to accommodate a 6’ wide bicycle lane at the following right turn and through lanes:
  1. Southbound and northbound State Route 1/ Hancock Drive
  2. Northbound State Route 1/ Timber Lane
  3. Northbound State Route 1/ California Boulevard 

Purpose

The purpose of this project is to comprehensively address roadway deficiencies on State Route 1 between post miles 23.000 and 29.891. 

Need

This project is needed because the identified assets are in poor condition and will continue to deteriorate if they are not repaired or replaced. Failure to address these deficiencies may disrupt service on State Route 1 corridor through the project limits and result in eventual roadway failure. In addition, there is a need to enhance the transportation network for pedestrians, cyclists, and users of public transportation.
