Project Description

The California Department of Transportation (Caltrans) proposes to restore 38 culvert locations with a total of 22 drainage systems. Culverts are at various locations along the 52-mile stretch from the Santa Barbara-Ventura County line to the Old Coast Highway, approximately four miles south of Buellton. Transportation Management System elements are located within the first 2 miles of the Santa Barbara-Ventura County line.

Project Benefits

Purpose

The purpose of this project is to improve existing highway drainage and transportation data systems and:

  • Restore damaged culverts in poor or fair condition to maintain the function of the drainage system and protect the embankments and roadway from potential slope failure.
  • Replace or install new Transportation Management System (TMS) elements to maintain an efficient Intelligent Transportation System (ITS).

Need

The project need for the culvert and Transportation Management System scope is as follows:

  • As documented in Drainage System Reports from the Culvert Inventory, culverts have been identified within the project limits that show varying degrees of damage. If culverts are allowed to deteriorate any further, future roadway failure is possible.
  • Real-time traffic information is needed for District 5 Transportation Management Center (TMC) to collect data to be archived into the Caltrans Performance Measurement System (PeMS) for historical analysis and public use.
