The Investment Planning Branch is responsible for recommending projects for Caltrans project nominations and for leading Caltrans District 3 competitive grant applications.  The Investment Planning Branch monitors federal, state, and regional transportation grant programs and is the lead on Caltrans District 3 Letter of Support requests.

Grant Avenue/State Route 128/Russell Boulevard Bike & Pedestrian Improvements


PROJECT OVERVIEW

The City of Winters (City), in cooperation with the California Department of Transportation (Caltrans), and Yolo County, proposes to construct the Grant Avenue/State Route (SR) 128/Russell Boulevard (Blvd) Bike and Pedestrian Improvements Project (project) in the City of Winters and unincorporated Yolo County, California. The project includes bicycle and pedestrian improvements from the intersection of Morgan Street and Grant Avenue/SR 128 in Winters to Russell Blvd/County Road (CR) 32 and Fredericks Drive in unincorporated Yolo County. The project would construct a Class I multiuse trail along Grant Avenue and Russell Boulevard including bridge improvements over Interstate 505. Below are the shareable community engagement aspects for this project. 


PROJECT GOALS

  • Provide a dedicated pedestrian facility across Interstate 505
  • Connect residences east of the freeway with schools and businesses in the City
  • Improve bicycle and pedestrian safety
  • Provide improved ADA accessibility within the Project Area
  • Provide part of a regional bicycle trail connecting the City of Winters to the City of Davis (long range plan)

PROJECT FUNDING

The current phase of preliminary design, alternative section, and environmental documentation is being funded by a federal Active Transportation Program grant. The City of Winters, Yolo County, and Caltrans are teaming up to pursue additional grant funding to pay for final design and construction.


PROJECT SCHEDULE

Spring 2025 – Select Preferred Alternative, Complete Project Report and Environmental Documents
Summer 2025 – Begin Final Design Phase 2027 – Start Construction (Pending Grant Funding)
