California Freight Mobility Plan 2020As the national gateway for international trade and domestic commerce, California exemplifies the world's most innovative, economically-competitive, multimodal freight network that is efficient, reliable, modern, integrated, resilient, safe, and sustainable, where social and environmental impacts are considered equitably.

In collaboration with various State, regional and local partners, public and private sectors, and the members of the California Freight Advisory Committee (CFAC), Caltrans developed the California Freight Mobility Plan 2020 (CFMP) to provide a long-term vision for California's freight future. The CFMP is a comprehensive plan that governs the immediate and long-range planning activities and capital investments by the state with respect to freight movement. This multimodal freight transportation system facilitates the reliable and efficient movement of goods while ensuring a prosperous economy, social equity, and human and environmental health. The CFMP also complies with California State Government Code Section 13978.8(b)(1) (Assembly Bill 14, Lowenthal) and the freight provisions of the federal Fixing America's Surface Transportation Act (FAST Act) which requires each state that receives funding under the National Highway Freight Program to develop a State Freight Plan.

Federal Freight Transportation Re-Authorization Bill

Fixing America’s Surface Transportation Act (FAST Act) requires the state to develop a freight plan to be updated every 5-years per 49 USC 70101.  Provisions of the national multimodal freight policy re-authorization bill establishes a plan to include an assessment of conditions and performance of the Network, barriers to improve freight transportation and opportunities to overcome those barriers, freight forecasts over a 5-10-and 20- year period.  Other provisions involve the identification of major trade gateways and national freight corridors that connect major population centers and other major freight generators.  States are also required to include a long-range transportation plan (23 USC 135), which must be fiscally constrained, include a freight investment plan with a prioritized list of projects, and describe how the State will invest and match its National Highway Freight Program funds.

FAST Act requires state DOTs to develop new tools to support the outcomes of performance-based approaches to evaluate the conditions of the state highway system in relation to its freight transportation network.  Caltrans is given federal authority to fulfill stated requirements per the following transportation bills:
