2018 Freeway Service Patrol Senate Bill 1 Funding Guidelines

The Freeway Service Patrol (FSP) program reduces freeway congestion by using fleets of roving tow and service trucks that look for disabled vehicles and minor accidents and quickly clear them from the freeway. These incidents cause about half of all traffic congestion in California. Approximately $25.48 million in State transportation funds are provided each year to eligible regional transportation agencies for the FSP program using a formula-based allocation. Caltrans is responsible for programming and allocating these funds, and jointly oversees the program with the California Highway Patrol. The regional transportation agencies must provide at least 25 percent in matching funds for the program. The FSP program currently operates in fourteen metropolitan regions of the State, deploying over 300 tow trucks and covering over 1,700 miles of freeways. The Road Repair and Accountability Act of 2017, or Senate Bill 1 (Beall, Chapter 5, Statutes of 2017), signed into law on April 28, 2017, provides an additional $25 million annually to fund the FSP program.  This additional funding will address inflationary cost increases for the program while also allowing for further expansion of the program, which should provide more congestion relief. 

Caltrans has developed guidelines for allocating the additional funding.  These guidelines were created in consultation with the California State Transportation Agency and regional transportation agencies.  Caltrans is publishing these guidelines in accordance with the requirements of Assembly Bill 115 (Committee on Budget, Chapter 20, Statutes of 2017).  In addition, as per the Assembly Bill 115 requirements, Caltrans conducted two public workshops to solicit input and feedback prior to the adoption of the guidelines.
