Demand Modeling
Caltrans contracted with Fehr + Peers to examine the application of regional travel demand models (TDMs) for Caltrans project-level analysis. These TDMs are developed by regional agencies to address core regional planning, namely a Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS). Outside of their core uses, these complex models are used to address additional, diverse analytical needs. The Fehr + Peers report reviews the challenges of repurposing these regional models for project-level analysis and decision-making. This study is not a critique of regional TDMs but, rather, an assessment of model fitness and opportunities for improvement when applied to Caltrans projects. Caltrans plans to use results from this study to develop improved guidance and support around regional TDM use for Caltrans project-level applications.
