Activity Overview
Projects funded under the Enhanced Mobility of Seniors and Individuals with Disabilities Federal Transit Administration (FTA), Section 5310 Program are required to be “included in a locally developed, coordinated public transit-human services transportation plan” and the plan be “developed and approved through a process that included participation by seniors; individuals with disabilities; representatives of public, private, nonprofit transportation and human service providers; and other members of the public (FTA Circular 9070.1).” The requirement was amended into Federal law through the passage of the Safe, Accountable, Flexible, and Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) and continues in the current legislation: Moving Ahead for Progress in the 21st Century (MAP-21).
Caltrans, Division of Rail and Mass Transportation (DRMT) is the designated recipient for the rural portions of FTA Section 5310 Program. DRMT is responsible for certifying that projects selected for funding are included in a coordinated plan and that the plans are developed through a process that includes representatives of seniors, individuals with disabilities public, private, and non-profit transportation and human services providers and participation by the general public. FTA maintains flexibility in how projects appear in the coordination plan. Projects may be identified as strategies, activities, and/or specific projects addressing an identified service gap or transportation coordination objective articulated and prioritized within the plan. Section 5310 projects in urban areas must be approved by their Metropolitan Planning Organization (MPO).
