Pavement Recycling and Job Order Contracts

and protects the health and safety of the people of California and its workers.

The Office of Pavement Recycling and Job Order Contracts is responsible with working with Districts and various stakeholders on prioritizing Pavement Recycling under appropriate pavement applications, which includes Partial Depth Recycling, Full Depth Recycling, and Cold Central Plant Recycling. The benefits would include lower capital costs, lower global warming potential, reduced material to the landfills, aligning with Caltrans goal for sustainability.

The Office also assists Districts in implementing Job Order Contracting (JOC), which is a project delivery method utilized to deliver projects comprised of numerous, non-complex, commonly encountered, and repetitive tasks whose scope is narrow. The benefits would include time savings and reduce procurement support costs for the Department. 

Pavement Recycling

The Recycling Branch is responsible for researching new innovative recycling techniques, promoting best pavement recycling practices, developing and updating recycling design standards, and assisting Districts with Design. Cold Recycling technologies have been used in Caltrans since the early 2000s. Since then, there have been over 100+ projects that have been successfully built. Recycling should be considered for upcoming projects as there is a growing need for more sustainable practices while potentially reducing project costs. 

Job Order Contracting

Senate Bill (SB) 146, approved by the Governor on July 10, 2023, authorized Caltrans to use JOC as a procurement method until Dec. 31, 2033. Caltrans Highway Maintenance (HM) projects were identified as suitable candidates for JOC implementation. Job Order Contracting (JOC) is a project delivery method utilized to deliver projects comprised of numerous, non-complex, commonly encountered, and repetitive tasks whose scope is narrow.  It is an on-call construction contract through a master agreement (MA), not a purchase order or service contract. 

JOC tool would be best utilized for basic and repetitive types of projects included in our HM programs, such as HM-1 (Pavement) projects, specifically slab replacement and dig-outs, as well as for HM-3 (Bridge) projects such as specifically joint seal replacement, spall repair, and certain deck treatments.  Other programs that will also be evaluated include HM-251 (Drainage), HM-4 (Electrical, Traffic Guidance & Safety) and HM-5 (Maintenance Facilities).
