The primary functions of the Office of Pavement Programming are:
- Establish pavement funding, allocation and targets for the State Highway System Management Plan (SHSMP). The SHSMP is a new integrated management plan that fulfills the Streets and Highway Code section 164.6 requirements for the Ten-Year State Highway Operation and Protection Program (SHOPP) plan. - Collaborate with the districts to develop a Ten-Year Pavement (SHOPP) Plan
- Collaborate with the districts to develop a Five-Year HM1 Plan
- Prepare Annual Crumb Rubber Report. Public Resources Code section 42703 requires the Secretary of the Transportation Agency to prepare the crumb rubber report by January 1 (one year after the calendar year ends), on an annual basis. The crumb rubber report contains an analysis comparing the cost differential between asphalt containing crumb rubber and conventional asphalt. Section 42703 also requires the California Department of Transportation (Caltrans) to meet specified crumb rubber usage targets and to increase crumb rubber usage by specified dates unless the cost of asphalt containing crumb rubber exceeds the cost of conventional asphalt.
