Local Partnership Program (LPP) – Formulaic

The Local Partnership Program Formulaic (LPP-F) funds are programmed by the California Transportation Commission (CTC) and administered by the California Department of Transportation (Caltrans). The implementing agency (Agency) should work with the CTC to check for availability of LPP-F funds and then request programming of funds.

 Programming

CalSMART

The California State Multi‑Modal Accountability and Reporting Tool (CalSMART) was created in support of Senate Bill (SB1). Through CalSMART, Caltrans’ partners apply for SB1 funding and report expenditures and outcomes. CalSMART reporting tool exemplifies Caltrans’ and the California State Transportation Agency’s commitment to transparency and accountability.

Agencies must first enter their request in CalSMART by completing the Programming Electronic Project Programming Request (ePPR) and then submit it to the CTC. The ePPR is usually prepared by the project sponsor or Agency with assistance from the Regional Transportation Planning Agency (RTPA), Metropolitan Planning Organization (MPO), Caltrans District Office (DO) or Headquarters (HQ) as appropriate. Allocation

Once the funds are programmed, the Agency must work with the District Local Assistance Engineer (DLAE) to request an allocation. The Agency should first complete Local Assistance Program Guideline (LAPG) Form 25-A. For LPP-F, funds must be allocated in the same fiscal year there were programmed. Award

In accordance with Section 19.2 of the Local Partnership Formulaic Program Guidelinesconstruction contracts can only be awarded after allocation. Agencies should be ready to submit award documentation to the LPP-F Program Manager upon request.

  

Progress, Completion, and Final Delivery Reports

Reporting requirements for LPP-F projects can be found in Section D of the SB1 Accountability and Transportation Guidelines.

Progress Reports are not required to be submitted for LPP-F projects.

Completion Reports shall be provided to Caltrans by the Agency within six months of construction contract acceptance or the project becoming operable (open to the public), whichever comes sooner. The Completion Report shall include the scope of the completed project, its estimated final cost, schedule, project benefits, and performance metric outcomes as compared to those included in the executed project agreements.

A Final Delivery Report must be submitted within 180 days of the conclusion of all remaining project activities beyond the acceptance of the construction contract to reflect final project expenditures, any changes that occurred after submitting the Completion Report and an updated evaluation of the benefits.

All reporting is done through CalSMART.

Timely Use of Funds

The CTC expects programmed projects to meet established deadlines during implementation. As outlined in Section 20 of the Local Partnership Formulaic Program Guidelines, if these deadlines are not met and a time extension is not approved before the deadline expires, the LPP-F funds will be removed from the project phase and reallocated in the next Local Partnership Program cycle.

Supplemental Funds

Pre-Construction Phase

Supplemental funding requests for pre-construction phases may be considered up to six months prior to the expenditure deadline. The expenditure deadline for a supplemental allocation must be the same as the original allocation.

Construction Phase

Supplemental funding for the Construction phase must be programmed and allocated prior to contract award.
