Branches of EEO
Discrimination Complaint Investigation Unit (DCIU)
DCIU processes and investigates formal discrimination complaints. To file a complaint, please use Form EEO-0004. The discrimination complaint process is designed to provide applicants and employees of the Department with a uniform method for voicing complaints of discrimination and ensure such complaint receives prompt and impartial consideration in order to bring about satisfactory resolution at the lowest possible level.
Training Resource Unit (TRU)
TRU's purpose is to increase the understanding of equity and inclusion in Caltrans employees by providing training and resources that promote inclusion and acceptance of our diverse workforce. Through training, we intend to reduce EEO related incidents and complaints throughout the organization.

Disability Advisory Committee (DAC)
- Each state agency, required by Government Code Section 19795(b)(1) shall establish a separate committee of employees who are individuals with a disability or who have an interest in disability issues, to advise the head of the agency on issues of concern to employees with disabilities.
- Caltrans Statewide DAC aims to:
- Advocate for new hires, promotions, and retentions for people with disabilities at Caltrans
- Advocate for the removal of attitudinal and physical barriers for people with disabilities at Caltrans
- Advocate for disability rights, access, and awareness for people with disabilities at Caltrans
- Advise and offer recommendations to the Director of Caltrans on disability issues at Caltrans
