Caltrans administers and partners on a variety of federal and state funding programs that support Complete streets improvements across California. These funding opportunities help communities plan, design, and deliver projects that make streets safer, more accessible, and more comfortable for people of all ages and abilities. Programs may support activities ranging from planning and community engagement to capital construction and system upgrades.

Additional Information

The Active Transportation Program (ATP), led by California Transportation Commission (CTC) with implementation support coming from Caltrans, is a major driver of sustainable transportation in California. The goals of the ATP include increasing the proportion of trips accomplished by walking and biking, increasing the safety and mobility of non-motorized users, advancing efforts of regional agencies to achieve greenhouse gas reduction goals, enhancing public health, and providing a broad spectrum of projects to benefit many types of users including disadvantaged communities.

Since its inception, the Active Transportation Program has funded over 800 active transportation projects across the state benefiting both urban and rural areas. Funds can support:

  • Capital infrastructure projects
  • Education and encouragement activities (non-infrastructure)
  • Combined infrastructure and non-infrastructure
  • Community wide plans
  • Quick Build projects

Administered by the Caltrans Grant Management Branch within the Headquarters Division of Transportation Planning, the Sustainable Transportation Planning Grant Program was created to support Caltrans' mission of improving lives and communities through transportation. This grant program is two fold, and includes State-funded Sustainable Communities grants and federal-funded Strategic Partnerships and Strategic Partnership Transit grants. This grant program 

The State-funded Sustainable Communities grants are intended to encourage local and regional planning that supports state goals, implements Regional Transportation Plan (RTP) Sustainable Communities Strategies (SCS) (where applicable), and to ultimately achieve the State’s greenhouse gas (GHG) reduction target of 40 and 80 percent below 1990 levels by 2030 and 2050, respectively.

The federal-funded Strategic Partnerships and Strategic Partnership Grants are intended to identify and address statewide, interregional, or regional transportation deficiencies on the State highway system in partnership with Caltrans.

The Transit and Intercity Rail Capital Program (TIRCP) funds transformative capital improvements that modernize California’s intercity rail, bus (including feeder buses to intercity rail services, as well as vanpool services that are eligible to report as public transit to the Federal Transit Administration), ferry, and rail transit systems (collectively referred to as transit services or systems.

The TIRCP program is a program of the California State Transportation Agency (CalSTA) and is administered by Caltrans Division of Rail and Mass Transportation (DRMT) pursuant to the TIRCP Guidelines and all applicable policies and procedures for program administration.
