Troy Tusup

Troy Tusup is the new Lean 6 Sigma Program Manager in Caltrans’ Innovative Business Solutions branch, which is under the Director’s Office of Innovation, Risk, and Strategic Management. Tusup’s branch makes Departmental improvements, such as Lean 6-Sigma and Value Analysis. Lean-6 Sigma is a methodology that streamlines processes by eliminating unnecessary steps. Value Analysis is a systematic assessment to ensure that a project’s cost is no greater than necessary.

Tusup is a civil engineer with more than 27 years of experience in highway design with Caltrans. After graduating from California State University, Chico, Tusup began his career in the Bay Area District 4 in Project Development Operations.  In 2005, as a Senior Transportation Engineer, Tusup became the Statewide Value Analysis (VA) Program Manager for the Division of Design, where he was responsible for establishing VA policy and procedures statewide to ensure compliance with the Federal Highway Administration. 

In 2015, Tusup became one of the department’s first certified Lean 6-Sigma Green Belts with the timesheets project, which initially saved the department an estimated $9 million. In 2017, he became one of Caltrans’ first certified Lean 6-Sigma Black Belts.

With the focus of his career on project delivery, process improvements, performance-based decision making, innovation, training and communication, Tusup will play a pivotal role in the promotion of innovation throughout the Department.
