Project Description and Need

This project proposes to widen the roadway to accommodate 4 lanes of Expressway on State Route 58 (SR-58), in the County of San Bernardino, near the Kern County line to 7.5 miles east of (E/O) US Highway 395. This project involves the realignment of the roadway and will provide a grade separation for the railroad (RR) crossing. The scope is to construct new pavement and widen the median, construct/improve geometrics to accommodate the Surface Transportation Assistance Act (STAA) trucks. This project will use CM/GC method for project delivery. The purpose of the project is to accommodate increased volumes of oversized vehicles. The project will reduce traffic congestion, improve traffic safety, reduce accident rate, improve operational efficiency by separating slow-moving vehicles, improve reliability of goods movement, reduce people/goods movement conflicts and extend the life of the pavement.

Project History

The Kramer Junction Gap Project is a nationally significant project and is the final gap in an otherwise uninterrupted 4-lane expressway that begins at US-101 in San Luis Obispo County near the Pacific Coast, traveling east, connecting with Interstate 5 and State Route 99 in the Central Valley, and ending at its junction with Interstate 15 and Interstate 40 in the city of Barstow, California. The Central California region provides half of all produce to the country, generating $10 billion in annual revenue. State Route 58 (SR-58) is the vital goods movement link that connects the Central Valley to the rest of the country. The importance of this route is further enhanced with the $1 billion investment into California SR99 which connects in the central part of the state with SR-58. Average Daily Truck Traffic is over 50%.

The project is located in the County of San Bernardino, north of existing SR-58 and begins at the Kern/San Bernardino County Line and ends 7.5-miles east of United States Highway 395. The proposed project would implement route continuity, increase capacity, reduce congestion, improve traffic safety, provide a grade separation, include multiple animal crossings, and provide new state route access.

Project Status 

The project’s design has been completed. Right of Way acquisition continues with a few parcels requiring condemnation. Utility relocation plans are almost complete. Caltrans and the CMGC have agreed upon a Guaranteed Maximum Price. Construction is scheduled to begin late-2017 and end late 2020.

State Route 58 Kramer Junction Expressway Project

San Bernardino – The California Department of Transportation (Caltrans) continues work on the estimated $191 million State Route 58 (SR-58) Kramer Junction Expressway Project. The project re-aligns and widens 13 miles of SR-58, builds a new SR-58/US-395 Interchange, and one railroad grade separation. The purpose of the project is to accommodate increased volumes of oversized vehicles, reduce traffic congestion, improve reliability of good movement, extend pavement life, and improve operational efficiency.

The project is still in the early stages, as crews continue to work on clearing and grubbing(earthwork), utility relocations, environmental protection fence installations, and pile driving for overhead bridge columns. Currently the project is approximately 6% complete. Residents are reminded that vehicle access is permanently restricted at Castle Road in conjunction with the new SR-58 alignment.

Majority of construction activity will be away from the current SR-58 Expressway. However, Caltrans asks that motorists be aware of the work and SLOW FOR THE CONE ZONE.
