State Route 1 (SR-1/Lincoln Boulevard) Multimodal Improvements Project

Location and Limits

The project is located along Lincoln Boulevard, which is also designated as State Route 1 (SR-1), between Jefferson Boulevard [Postmile (PM) 30.16] and just south of Fiji Way (PM 30.74) in the City of Los Angeles in Los Angeles County.

The Project

The project proposes to:

·      Realign the Lincoln Boulevard centerline approximately 50 feet to the east

·      Addition of one southbound lane along Lincoln Boulevard for a length of approximately 1,800 feet

·      Demolition, replacement, and widening of the Lincoln Boulevard Bridge (Ballona Creek Bridge) over Ballona Creek

·      Demolition, replacement, and widening of Culver Boulevard Bridge over Lincoln Boulevard

·      Demolition, replacement, and realignment of connector ramps between Lincoln Boulevard and Culver Boulevard

·      Construct active transportation improvements including sidewalks and Class IV protected bicycle lanes on both sides of Lincoln Boulevard

·      Install striped center median that would allow space to accommodate a future center-running transit facility within the project limits, which is not included as part of the project

Work would also include utility relocation, landscaping, low-intensity street lighting, striping, signage, drainage, and water quality improvements.

Caltrans is the lead agency under the National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA).

Background

A similar project (EA 07279-166050,166060,166070) was previously proposed by Caltrans and an Initial Study/Environmental Assessment (IS/EA) circulated for that project in 2001. Due to the California Coastal Commission’s concerns about impacts to Ballona Creek and subsequent loss of funding, it was not further developed. More recently, this project was included in the City of Los Angeles’ Westside Mobility Plan and its environmental document was adopted in 2018, which was an updated to the Coastal Transportation Corridor Specific Plan and West LA Transportation Specific Plan.

Benefits

The project would create a new multi-modal corridor along SR-1/Lincoln Boulevard between Fiji Way and Jefferson Boulevard to improve traffic operations and to serve all user types.

Environmental Document

The Final Environmental Document was approved January 12, 2026. Posting pending.

Schedule

The project is currently in the Project Approval and Environmental Document phase. The Design phase is expected to be completed Summer 2027.

Cost

The cost is estimated to be about $111 million.
