State Route 118 (Los Angeles Avenue) Slope Repair Project

Project Overview:

This project will repair slope damage, construct two retaining walls, and widen one bridge on a section of State Route 118 (Los Angeles Avenue/SR-118) that carries truck traffic and runs parallel to a train track. The project spans 1.4 miles from Sand Canyon Road in the unincorporated Ventura County area of Somis to just east of Balcom Canyon Road in the city of Moorpark.

Background

Due to the existing roadway condition heavy water run-off flows onto the cut slopes, causing major erosion and tension cracks and undermining the shoulder of the road and guardrail posts parallel to railroad tracks. The area requires permanent measures that will maintain the stability of the slopes and roadway.

Construction Zone

The lanes on SR-118 near Balcom Canyon Road were shifted to the north and the highway restriped to provide space on the south side of the highway to construct the retaining walls. The highway lane width in this construction zone is reduced to 11’ with a speed limit of 45 m.p.h. This section of highway is regularly patrolled by the Moorpark office of CHP.

Project Benefits

This project will make the following improvements:

·      Two soldier pile retaining walls with concrete barriers. (One 2,100 feet long and one almost 600 feet long.)

·      2,710 cubic yards of Rock Slope Protection

·      7,220 linear feet of asphalt paved shoulder

·      3,950 linear feet of new guardrail

·      Widen the Long Canyon Creek Bridge (No. 52-0051) 

·      Extend the existing box culvert

·      Attach a wildlife ramp to the culvert 

·      Crash cushions

·      New drainage systems

·      New roadway signs

·      Hydroseed

·      Stormwater Treatment Infiltration System

 

Schedule

 

Summer 2025 through Winter 2026/2027.

Cost

$45.9 million.

Work Hours

Nighttime work hours are 7 p.m. to 6 a.m. with one-way alternating traffic control.
Daytime work hours are 7 a.m. to 3:30 p.m. behind k-rail with no lane closures.
