Project Overview
The SR-118 Pavement Rehabilitation Project will repave 2.8 miles of State Route 118 (Los Angeles Avenue) from Spring Road to Montair Drive in Moorpark and provide other upgrades.
Background
Los Angeles Avenue in the city of Moorpark is a heavily traveled conventional state highway and arterial route for the city and surrounding areas and is in need of pavement rehabilitation. This project will extend the service life of the existing pavement, provide increased safety and mobility for the traveling public, and bring the highway into compliance with the Americans with Disabilities Act (ADA).
Project Benefits
· Repave 2.7 miles of conventional highway in both directions between Spring Road and Montair Drive.
· Install new signal poles at six intersections.
· Upgrade 31 curb ramps to ADA standards.
· Install 2,785 linear feet of new guardrail.
· Install 46 Accessible Pedestrian Signals and touch-free pedestrian push buttons.
· Construct 705 linear feet of new sidewalk.
· Install two Traffic Census Count Stations.

Cost
$29.4 million
Work Hours
Weekdays: Monday through Friday 7 a.m. to 5 p.m.
Weekend nights: 9 p.m. to 6 a.m. for concrete paving (Until 10 a.m. on Saturdays and 12 p.m. on Sundays).
Weekday nights: 7 p.m. to 6 a.m. for asphalt paving.
What to Expect
Paving is expected to be completed by the end of April 2026. When sidewalks are blocked during daytime work, alternate paths will be provided. Initial work focused on reconstruction of sidewalks, curbs and ADA ramps at intersections.
The contractor is expected to complete concrete paving the weekend of March 27. The asphalt paving will occur during weekday nights and is expected to be completed by the end of April 2026.
Local residents and businesses should expect noise and vibration from overnight paving operations. Each individual section of roadway that is progressively repaved will be demolished, paved and reopened to traffic in one night of work. Caltrans will monitor and adjust signal timing during construction to minimize queuing at intersections.
After paving, work will shift to striping; curb, sidewalk and ramp work at intersections with electrical components; installing signals; and installing guardrail.
