Project Description

Location and Limits:

Ventura County, City of Moorpark, Post miles 18.4 through 18.8

Background:

This half-mile project will install suicide prevention systems along the Arroyo Simi Overhead Bridges on the northbound and southbound directions of State Route 118 (SR-118) in Ventura County.

California Highway Patrol and the Ventura County Sheriff Department have identified more than 20 people have attempted or committed suicide on the Arroyo Simi Overhead Bridge since 1994, with majority occurring since 2009. The City of Moorpark and Ventura County communities have expressed concern about the potential of higher rates of suicides incidents, prompting a request for construction of a prevention system.

In 2017, Caltrans met with mental health professionals from multiple agencies including Didi Hirsch Mental Health Services, a nonprofit agency that provides mental health, substance abuse and suicide prevention services to Southern California communities, to discuss how to best minimize the risk of suicide attempts along the Arroyo Simi Bridge. In June of 2018, Caltrans began the prevention process, installing more than a dozen bilingual suicide-prevention signs line the overpass that connects SR- 23 to SR-118.

The Bridge Safety Barrier System:

The scope of work will install a suicide prevention barrier system along the Arroyo Simi Overhead Bridge on SR-118 on the Northbound and Southbound sides. The project will install more than 6,400 linear feet of safety fence along the Arroyo Simi Overhead Bridge.

The project purpose is to improve the safety along the Arroyo Simi Overhead Bridge.

A. Construction is set to start in October 2025 and anticipated to conclude in February 2026. The project is estimated to take 95 working days, or 5 months. The schedule can change due to inclement weather or material delivery.

A. A majority of the construction will take place Monday - Friday during daytime hours.

OVERNIGHT FREEWAY CLOSURE SCHEDULE

The eastbound SR-118 (New Los Angeles Ave to Princeton Ave) and westbound SR-118 (Princeton Ave to New Los Angeles Ave) closure schedule is as follows:

·      Westbound SR-118 fully closed from 10 p.m. Tuesday, October 14 to 5 a.m. Wednesday, October 15, 2025.

·      Westbound SR-118 fully closed from 10 p.m. Wednesday, November 5 to 5 a.m. Thursday, November 6, 2025.

·      Eastbound SR-118 fully closed from 11 p.m. Friday, December 5 to 7 a.m. Saturday, December 6, 2025.

·      Eastbound SR-118 fully closed from 10 p.m. Monday, January 12 to 5 a.m. Tuesday, January 13, 2026.

·      Eastbound SR-118 fully closed from 10 p.m. Wednesday, February 4 to 5 a.m. Thursday, February 5, 2026.

On- and off-ramps:

  • New Los Angeles Avenue on-ramp to eastbound SR-118 will be closed during the hours listed above.
  • Princeton Avenue on-ramp to westbound SR-118 will be closed during the hours listed above.

All closures are subject to change. Motorists will be detoured via local routes during these closures. See detour details below.

DETOUR INFORMATION

Eastbound SR-118 Detour:

  • Exit at New Los Angeles Avenue off-ramp
  • Travel west on New Los Angeles Avenue
  • Turn north on Spring Road
  • Turn east on Princeton Avenue
  • Re-enter eastbound SR-118 at the Princeton Avenue on-ramp

Westbound SR-118 Detour:

  • Exit at Princeton Avenue off-ramp
  • Travel south and west on Princeton Avenue
  • Turn south on Spring Road
  • Turn east on New Los Angeles Avenue
  • Reconnect to southbound Route 23
