Construct Concrete Barrier and Improve Drainage to Mitigate Roadway Flooding

Project Purpose

This safety improvement project aims to reduce collisions and roadway flooding by upgrading structural and drainage features along this segment of State Route 33 (SR-33). The project is designed to increase roadway reliability and improve driving conditions, especially during wet weather.

Location and Limits:

SR-33 in the Los Padres National Forest, Ventura County, from the end of North Fork Matilija Creek Bridge (post mile 18.93) to 500 feet north of the bridge (post mile 19.04)

Background:

This segment of SR-33 has experienced multiple collisions involving the existing rock block wall barrier. Repeated barrier strikes and evidence of pavement dampness indicate the need for both structural and drainage improvements.

The project site is located near a curve north of the North Fork Matilija Creek Bridge. Due to the combination of narrow shoulders and persistent water on the pavement, a more durable and modern barrier system is required.

What the Work Involves

Scope of Work:

  • Widen the roadway by more than 4 feet
  • Demolish and reconstruct existing asphalt pavement along the curve
  • Construct a new concrete barrier
  • Reconfigure lanes to include:
    • 11-foot-wide lanes for both NB and SB directions
    • 2-foot SB shoulder
    • 2-foot-wide NB concrete drainage system
    • No NB shoulder

 

Construction FAQ

Q: What is the construction timeline?
A. Construction is set to begin in Spring 2025 and conclude by Winter 2028/2029. The project duration may adjust based on weather and site conditions.

Q: What is the construction schedule?
A. Construction will occur during both daytime and nighttime hours, as needed.

Extended weekend closures are expected. These total closures will take place over the course of up to four weekends.

Q: What are the Extended Weekend Closures?

Extended weekend closures are full and total road closures that will take place from Friday at 10 p.m. to Monday at 5 a.m. During this time, the road will not be available to the public for use. This is to maintain the safety of our construction crews.

Emergency services will maintain their right to access the road in conjunction with construction crews.

Caltrans strives to work safely and efficiently, and a total closure is required to keep work crews safe. We have made every attempt to chose dates and times that are least impactful on residents and visitors, while also maintaining a safe construction zone.

Q: When are the Extended Weekend Closures?

·       Closure 1: Friday, August 15 – Monday, August 18

·       Closure 2: Friday, August 22 – Monday, August 25

·       Closure 3: Friday, September 19 – Monday, September 22

All extended weekend closures begin on Friday at 10 p.m. to Monday at 5 a.m.

Q: What areas will be affected by the Extended Weekend Closures?

The following areas have been identified as requiring a detour during the Extended Weekend Closures:

-              The Wheeler Gorge Campground at 17017 Maricopa Hwy, Ojai, CA 93023

-              The Ojai Valley Gun Glub at 7101 Rose Valley Rd, Ojai, CA 93023

-              Cyclists who use State Route 33 at or near the N. Fork Matilija Bridge

Detours and alternate routes are available for motorists who are planning to visit the area.

Cyclists are encouraged to use alternative roads during construction.
