Pacific Coast Highway (State Route 1) Drainage Improvement and Fish Passage
Project Overview
The Pacific Coast Highway (PCH/State Route 1/SR-1) Drainage Improvement and Fish Passage Project will replace the culvert at Solstice Canyon Creek with a bridge and rehabilitate or replace twelve culverts. The parameters of the project are from Temescal Canyon Road in Malibu to Tonga Street in Ventura County, 25.2 miles.
Background
The concrete culvert at PCH and Corral Canyon Road blocked the movement of the self-sustaining southern steelhead trout population formerly residing in Solstice Creek, preventing the trout from accessing, spawning, and rearing habitat in the creek upstream and resulting in the extinction of the local trout population. The culvert at Solstice Canyon Creek is being replaced by a bridge (No. 53-0030) and the removal of the concrete culvert will allow the trout to swim upstream again and repopulate.
There are also twelve other damaged/defective culverts which require repair, rehabilitation or replacement. Damages to drainage culverts include joint separation, culvert misalignment, concrete spalling at Reinforced Concrete Pipe (RCP) joints, and cracks.
Project Benefits
The restoration of infrastructure and functionality and the prevention of further damage to the drainage culverts. The replacement of the Solstice Creek culvert with a bridge will provide access for the steel-head trout to migrate upstream.
Schedule
Fall of 2023 to Fall of 2029. The bridge is expected to be completed by late 2026.

$57.9 million.
