SAN DIEGO — Caltrans construction crews will close the left lane and shoulder on southbound Interstate 15 (I-15) between State Route 78 (SR-78) and Deer Springs Road in North County 24 hours a day, for eight months beginning Thursday. By Thursday, February 23, temporary concrete barriers will be in place to separate traffic from construction work replacing existing pavement with Continuously Reinforced Concrete Pavement (CRCP).

When the southbound work is complete, crews will reopen the newly paved lane and shoulder and close the northbound left lane and shoulder for similar work. The closure of northbound I-15 between SR-78 and Deer Springs Road will also be in effect 24 hours a day for eight months.

CRCP is constructed with steel reinforcing bars placed within the concrete along the entire length of the pavement. CRCP naturally forms tight transverse cracks to transfer loads evenly. The result is a continuous, smooth-riding surface capable of withstanding the heaviest traffic loads and the most adverse environmental conditions. The life span for CRCP pavement may be up to 70 years, far exceeding existing road surfaces.

I-15 pavement replacement began late summer of 2022 and should be completed by early 2025. The public will be notified of any weekend ramp closures. At the conclusion of the work, motorists will see and feel an improvement in ride quality and benefit from the increased service life of the roadway.

The project will provide a superior, long-lasting roadway that improves driving comfort and reduces future maintenance and construction efforts. Less maintenance and construction, in turn, reduce traffic impacts for the traveling public and enhances safety for both highway workers and motorists.

The project cost of $71.7 million is funded through the State Highway Operation and Protection Program, with 80% coming from the Federal Government and 20% from the Road Maintenance and Rehabilitation Account created under voter-approved Senate Bill 1.

Motorists are reminded to be Work Zone Alert if traveling in the area and to watch for highway workers and moving construction equipment.

The construction schedule is subject to change due to weather conditions, traffic incidents, or other construction-related reasons.
