Caltrans To Begin State Route 4/Crosstown Freeway Ramp Meter And Operations Improvement Project In Stockton

Stockton – Caltrans is preparing to begin a traffic operations improvement project to help reduce congestion and improve traffic flow during peak hours on State Route 4 (SR-4)/Crosstown Freeway between Interstate 5 and State Route 99 in the city of Stockton.

The ever-increasing use of city streets by motorists to access SR-4/Crosstown Freeway is leading to congestion and traffic delays, not only on surface streets, but freeway on-ramps and mainline lanes as well, particularly during morning and evening commute hours.

To help address this, Caltrans will install new on-ramp meters, monitoring systems, closed circuit televisions, and traffic loops at eight locations where city streets intersect with on-ramps to SR-4/Crosstown Freeway to minimize the traffic impacts.  Improvements on eastbound SR-4 will be made at El Dorado Street, Stanislaus Street, Lafayette Street, Wilson Way and Filbert Street, while westbound locations include Center Street, Stanislaus Street and Filbert Street.

 This project is scheduled to begin the week of January 29-February 2, 2024, with completion expected in Fall 2025.

Most work will be performed during night-time hours and will require full on/off-ramp and single-lane closures on SR-4/Crosstown Freeway. As the project progresses along SR-4, various surface street closures will be required on; Center Street, Washington Street, Lafayette Street, Stanislaus Street, Wilson Way, Madison Street, Aurora Street, Airport Way, Filbert Street and Market Street. 

Caltrans will have flaggers and/or changeable message signs alerting motorists of the SR-4 ramp and lane closures.  Roadside signage will also alert motorists of all closures and any required detour routes.

This $58 million project is scheduled for 380 working days and will be performed by Viking Construction Company, Inc, (Rancho Cordova, CA).
